Tasks: Add recipes to reuse and share tasks #19258

Summary

We want to help users reuse helpful tasks and share them easily, so they and their teammates don’t have to copy and paste the same prompt every time—speeding up the process. It also helps users to try the tasks features.

Technical Considerations

After a team discussion, we decided to scope a recipe to a template using an existing Coder capability called presets. In this context:

A recipe is any preset applied to a template with AI capabilities.

This approach will:

• Streamline development
• Allow earlier testing of the feature
• Delay the need for more complex solutions until we have real-world feedback

• Template admins can create a recipe from an AI-enabled template from UI and CLI
• Users can execute the recipe with or without parameters from UI and CLI
