Current Behavior

If the horizontal screen size for the web dashboard is limited, the Go back button is covered by the New workspace page content, making the button hard to access.

Relevant Log Output

Expected Behavior

The layout should change when the horizontal space is limited so that essential navigation buttons are easy to access.

Steps to Reproduce

1. Open the web dashboard
2. go to /tempates and hit Create workspace on any of the available templates.
3. resize the browser screen until the page content covers the "Go back" button

Environment

• Host OS: MacOS on a MacBook Pro 14 inch with an M4
• Coder version: v2.26.0+a056cb6

Additional Context

I have tested this on the latest version
