Tasks should run within devcontainers #21134

Our new devcontainers approach doesn't work with Tasks. It should.

Things to research:

• Could specific coder_apps or coder_scripts be configured to run only inside the devcontainer agent as a solution?
• Or do we need to make a devcontainer-features for tasks support?
