We should consider always displaying the pagination widget on the audit page. Currently, it is hidden if there is only 1 page, or if you navigate to a page with 0 logs.
Our current pagination widget component supports a single page design, so further design is not necessary to implement this ticket. The consistent presence of the widget will help anchor a user's understanding of the mechanics of the page and the length of the log list. Furthermore, on empty pages, e.g. /audit?page=2 where there are no second page logs, the pagination component could present users with a way to navigate back to a populated list page.
