In v1, this is accessible from Users List -> ... -> Reset Password

Note: this action will initially be the Super admin ability to reset the password on behalf of the user. This will be an action the admin can take on the user in the list of users for the Org (stacked dots menu item on each user in the list).

This will have a frontend and backend portion that needs to be implemented.

I labelled as "switch-blocker" and "bug" since without it a user can enter a permanently broken state.

This is done by #1320 and probably duplicated on #733
