To be consistent with CLI, when we push a new template version from cli with

coder template push <template-name>

We automatically set that version as active,

We should do the same from UI by a default check here

My thinking on this has changed a bit since our discussion, while it's an extra click it does enforce the user wants to make it available for users. When not paying attention, the consequences are significantly less when the default is unchecked.

This is how retool does it as well.
