agent: Handle terraform-defined devcontainer sub-agent creation #1243

Summary

Update the agent's devcontainer handling (agent/agentcontainers) to support creating sub-agents with terraform-defined resources (apps, scripts, environment variables) and use pre-defined agent IDs when provided.
