org template admin role code

Organization template admins should be able to...

  • Create and delete templates
  • Create and delete template versions
  • Create, update, and delete provisioners within their organization

In order to really be able to test this though, we need to be able to add external provisioners to other organizations in the e2e tests. Could be echo, could be terraform, both come with tradeoffs.

all of this depends on having provisioners for organizations other than the default, which we currently do not have set up for the e2e tests

@aslilac cleaning up some tickets; can we clean up the description here so it's obvious it's calling for additional E2E tests and also clear what the blocker is?
