Description

In Remarks Bulkhead in the numbered list should be moved up to 1 to match the sequence diagram and to also match whats documented in standard-resilience-handler-defaults.

Also suggest we rename Bulkhead to Rate Limiter to match whats documented in Properties and standard-resilience-handler-defaults for consistency.
