brew 1.9.1 error installing, the tar.gz contains 1.9.0 and not 1.9.1 #19

if I then extract /Users/phil/Library/Caches/Homebrew/downloads/c279bb111e86e4355a04e08c12b2e2f39fb3a38fc76b3a3ee1dfad4c76ad7c9a--frankenphp--1.9.1.arm64_sequoia.bottle.tar.gz file manually...
I get version 1.9.0 in that tar.gz!!! That is the issue!!
