Describe the bug
Prepare doesnt respect release config when fetchArtifacts is not provided

To Reproduce
Steps to reproduce the behavior:

1. Prepare a pool without fetchArtifacts but with releaseConfigFile
2. Notice that pool prepares to build all the packages in the repo

Expected behavior
Pool should be prepared only with artifacts as mentioned in the release config
