Describe the bug
As reported in the DX@Scale teams channel regarding the error message below:

It's the 1st time to encounter that kind of error due to timeout breach.

To Reproduce
Add managed package (e.g. vlocity) as a dependency to unlocked package which also has a lot of other dependencies.
Execute sfdx sfpowerscripts:orchestrator:build command

Expected behavior
A clear or proper error message to error similar in the screenshot
