[Breakpoints] clicking the label should not toggle the bp #4262
Description
We recently made some changes to the breakpoints panel here. At the time, we thought we should make the filename a label so that it would be easier to toggle, but we forgot that the primary purpose of the filename is to link to the location of the bp.
