GitHub Enterprise tab auto-selected on login dialog #2478

Description
What happened
When user is already authenticated with GitHub, the GitHub Enterprise tab will be selected. This can be confusing when user is attempting to authenticate for a different user.
What should happen
We should be consistent and always default the the GitHub tab (which will be used more often).
