Wrong URLs in actions_artifacts.go

Some of the URL in comments in `github/actions_artifacts` are outdated. For example:
```go
// GitHub API docs: https://docs.github.com/en/free-pro-team@latest/rest/reference/actions/artifacts/
```
gives page doesn't exist.

I'd be happy to submit a PR to fix this.
