CI updates for new major version split and release cadence

1. It should automatically run the Nightly Release process whenever a commit hits develop.
2. The Nightly Release process should automatically delete all releases/tags except the latest, provided the release is successful.
3. Users who need a specific version of Porytiles should build from source.
