Do not merge until new Hass.io supervisor released with this new panel

Description:

The Hass.io panel can now be powered by the custom panel component and frontend part. Tested with Safari, Firefox and Chrome.

Frontend PR: home-assistant/frontend#1271

Checklist:

  • The code change is tested and works locally.
  • Local tests pass with tox. Your PR cannot be merged unless tests pass

If the code does not interact with devices:

  • Tests have been added to verify that the new code works.
