Overview
The XL E2E job was failing a month ago with this InsufficientInstanceCapacity error:
...which was fixed in #2975.
Now, we're starting to see the same in our large E2E jobs as well:
Desired Solution
Copy the "fallback" solution provided in #2975 and add it to the other E2E jobs, making modifications where needed.
