  2. fix: enhance model validation and error handling for Julep integration 

    - Updated the model validation function to accept an explicit JULEP_BASE_URL parameter, allowing for better handling of model support checks.
- Modified the fetchModels function to return an empty list instead of recommended models when the Julep server is unreachable, improving error handling.
- Adjusted the preloading of models to only occur when a custom Julep URL is not in use, optimizing resource management.

These changes improve the robustness of the CLI when interacting with Julep and enhance user experience by providing clearer error handling.

  3. fix: update environment file path in open-responses.json 

    - Changed the path of the env_file from "D:\\Projects\\2025\\hf-codex\\.env" to "D:\\Projects\\2025\\codex\\.env" for consistency and correctness.
