Problem

The location keyword for legend is loc so it's odd that it's location for colorbar. Nobody brought it up in #23267 so I don't know if there's been a discussion/argument against - but if there's no reason not to then it would be nice if legend and colorbar took the same positioning keyword.

Title sadly takes "loc" as well. I think all of these should take loc/location as aliases.

I'm +/-0 on doing this. On the one hand, location is much better and would be the green-field choice. On the other hand, loc is so prominent that we'll have to keep it around and multiple alternatives complicate things.

If somebody wants to dig into this, these are likely the places to check to make everything consistent.
