Repro Steps

Start a WSL instance.

Expected Behavior

The shell has a tty and behaves correctly.

Actual Behavior

The shell prompt user@MACHINE:~$ is not shown. The shell does still work though.

There is no tty for the shell. if you run .e.g top it will show the following:

top: failed tty get
