Footer design needs to be more consistent with rest of Microsoft websites #92

Browsing to Microsoft.com, Windows.com and Surface.com gives a consistent footer (in terms of design), however microsoft.github.io does not seem to follow the color scheme or other design principles. It should be more consistent with the rest of the websites.
