The existing run.container task only supports Docker. This limits usage to only one container runtime.

Describe the behaviour you'd like

Allow additional container runtimes to be selected - initially, this might be deployment via Kubernetes.

The configuration for this should be ambient or configured via the CLI, to avoid workflow changes between deployments
