DOC: Document `nan_to_num` to accept arrays as its `nan` argument 

I'm opening this issue just to bring the issue I opened under cupy in your attention: https://github.com/cupy/cupy/issues/9143

This is just to ask what the consistent behavior should be here. Are the numpy docs wrong? Is it actually a behavior that shouldn't be allowed?
