For Phase 1, I just need access to z/OSMF Files API so my runner (can be my laptop/any host) can do: runner → z/OSMF Files API → rules/policy → report. No Linux-on-Z needed for that phase.

For Phase 2 (model inference running on-platform), do you anticipate OMP providing a Linux on Z environment (s390x), ideally a z/VM Linux guest (or zCX) to run the inference/scoring code near the data.
