You need to be on a supported plan (Copilot Individual or Copilot Business). Free accounts or unsupported tiers won’t show the chat option or Copilot Chat is currently supported in Visual Studio Code and Visual Studio. If you’re checking GitHub.com directly, you won’t see the chat — it’s inside the editor. try if any of these works
