With bash available on windows 10 and powershell becoming available as opensrc on linux/OSX - what can rerun do to take advantage of this? Certainly powershell->rerun is pretty easy. Rerun->powershell on windows 10 seems plausible. Would be nice to see bash on windows server 2016.

Certainly some functions to test if rerun is on a windows machine is needed for portability would be the first step.
