Describe the bug
When a user enters a penalty, the penalty saves. But when a user tries to edit that penalty, all the information in that penalty is ignored as far as penalty type and infraction type are concerned.

Expected behavior
When editing a penalty, all of the penalties (including infraction and penalty type) should be retained and restored while editing the penalty information.
