Elapsed time for transforming in Pipeline and FeatureUnion #19291

Here #11364 fitting time logging was implemented (for Pipeline, FeatureUnion).
And I think it is useful to have logs for transforming time too.
I (with my collaegues) use workaround for it. Maybe I am not alone who wants it. What do you think?
