This work is currently being performed in the dev branch. This milestone is semi-speculative; it's possible that in the prototype stage we'll find fundamental scaling issue.

We're currently planning that this feature is merge-able (and this MS done) when it can run Tor simulations of similar or larger scale with comparable performance and accuracy as the current single-process architecture. It's possible this MS will be abandoned if that turns out to be infeasible (or become blocked on other changes, such as supporting the usage of multiple physical machines).

In particular, supporting every plugin that today's Shadow supports is out of scope. We expect that in general the new architecture will support more plugins, more easily, but the only one we plan to ensure works before merging is Tor.
