Merge branch '4.4'
* 4.4: fixed deprecation message [Translation] deprecate passing a null locale [Intl] Exclude root language [Stopwatch] Deprecate passing null in Section::get() method. [Mime] add check for openssl when using SMime [HttpClient] Add $response->toStream() to cast responses to regular PHP streams
