Idea: we should create a pull request review guide that includes lists of things to look for in pull requests. This would document some institutional knowledge, and give contributors an idea of what we are looking for. It would also describe some gotchas.

I imagine this would be broken down by the type of code (IC driver, syscall driver, chip, HIL, etc.).
