This PR fixes the shell conditional in the workflow so that the gh command is actually executed rather than treated as a quoted string.
- Removes erroneous quotes around the
ghinvocation - Inlines the
thenkeyword for a concise single-lineifstatement

Pretty sure the quotes make the
ghcommand not execute at all.
