Pull Request Overview
This PR updates third-party dependencies and their associated license files. The main changes include adding Go BSD-3-Clause licenses to OpenTelemetry packages, adding Apache 2.0 licenses for new go-openapi/swag subpackages, adding a license for transparency-dev/formats, and removing licenses for dependencies that are no longer used (github.com/avast/retry-go/v4 and github.com/globocom/go-buffer).
