* create a view with a link in header
* check "Display even if view has no result"
* add block display
* arrange that the view is empty
the resulting block (viewes in dashboard) does not show the link

in other words:
* "Display even if view has no result" works for page display
* "Display even if view has no result" does NOT work for block display

did you test this with other header content like normal text? Everything fine there?
That might be a good starting point or orientation!

I'm guessing this must be the same issue as #775278: Adding view to panel page, view's header (set in views) doesn't show if the view is empty (which contains a workaround)

That behaviour is the same as for Views basic Text area.

I think its a block settings and not the View plugin.

Adding a "No results behavior" for the view. Like a empty "Global: Text area". And the block is shown.
