Sorry for dropping the ball on moving things forward. I would propose a feature freeze this weekend and the goal of getting the first RC out by the end of the month. We should probably plan a hangout sometime in between now and then if there is stuff we want to work out at a lower latency.
There are 62 open issues tagged as 1.4.0, but there are a number of issues which have both an issue and a PR so it is more like ~40 open issues. At least some of these will probably be punted.
