(a). I like to see a smiling face. (b). I like to see a face with a smile on it. The word smiling in sentence (a) tells more about the noun face. Hence, it is an adjective.

Similary, in sentence (b), the group of words, with a smile on it, also tells more about the noun face. Hence, the group of words does the work of a single parts of speech, namely, adjective and therefore, it can be called a phrase. As the phrase does the work of an adjective, it is an example of an adjective phrase.
