Scope 11 This Standard establishes the requirements for AWS certification of welding inspection personnel, de- serites how personnel are qualified, the principles of conduct, and practice by which certification may be maintained. Any verbal or writea assurance of c=rtifi- ation under the guidelines established berein shall be made only by those individual CWI and CAWTS who are. at the time of assurance, CURRENT and in com- pliance with all sections of this standard. 1.2 In the certification process, AWS conducts exami- ations to determine a person’ general knowledge of welding inspection and related technical areas. No determination is made of an individual’ capabilities in ‘applying that knowledge within a specific work envi- ronment or under actual working conditions. 1.3 In the certification process, the employer is respon sible to determine that a person has other qualifications as stated herein. 1.4 It shall be the responsibility of the employer to determine that the CWI/CAWI is capable of perform- ing the duties involved in his/her particular welding inspection assignment. 1.5 This Standard is inended to supplement the require- ments of an employer code, standard. or other docu ments and shall not be construed as a preemption of the employer's responsibility for the work or for the per- formance of the work. 2. Levels of Certification “There shall be two levels of AWS certification of weld- ing inspection personnel, These levels are defined as follows: LA Certified Welding Inspector (CWI)—A person cet ‘Wied by AWS as meeting the qualification requirements of 5.1 and 6. 12 Certified Associate Welding Inspector (CAWD) —A person certified by AWS as mecting the qualification requirements of 5.2 and 6. 3. Definitions ‘Terms used in this Standard are defined as follows: ‘Acceptance Criteria—Specificd limits placed on charac- teristics of an item or process defined in codes, stand- ards of other documents. Applicant—A person who appliesto the AWS for certi- Fieation. AWS—American Welding Society, $50 N.W. Lefeune Road. Miami, Florida 33126. Certifieate—The document issued to the applicant on successful completion of the requirements for certifca- tion, Centification—The act of determining, verifying, and aitesting in writing to the qualification of personnel in accordance with specified requirements, Committee—Tae Qualification and Certification Com- mittee of the American Welding Society. Q&C Deparment—The Qualification and Certification Department of the American Welding Society. Verb usage—As used in this Standard, the word shall denotes 2 requirement; the word should denotes 2 ‘giideline: and the word may denotes a choice. Weldment—Aa assembly whose component parts are joined by welding. (Other Terms—All other terms used herein are defined by AWS A3.0, “Standard Welding Terms and Defini- tions” 2 4. Functions I 0d) (CAL Capability, qa a 4.1.1 The CWI shall be able to perform inspections or to verify that the work inspected and records main tained conform to the requirements of the applicable codes, standards and other documents. 4.12 The CAWI shall be able to perform inspec- tions. under the direction of a CWI, as defined in 4.2. It is the CWI, however, who has responsibility for decer- nnining if weldments conform to workmanship and acceptance criteria, 42 Duties. Tae Welding Inspector's specific duties for an employer are defined by the employer: however, applicants stall be able to demonstrate their abilities to periorm the following duties. 421 Interpret drawings and other documents, 422 Verify that the base materials and consumable welding cnaterials conform to requirements and that the specified welding filer mecals are used on cach base metal or combination of base materials. 423 Verify that the welding equipment to be used for the work is appropriate for use with the welding \Cprocedure and has the capability o produce the speci- fied welds. 42.4 Verify that the welding procedures are as speci- fied and qualified and that the welding is performed in ‘accordance with the applicable procedure. 42.4.1 Witness performance and testing of pro- cedure qualification test weldments, or supervise these activities when performed by outside agencies. 4.2.42 Verify documentation of procedure qual- iffcation test results. 425 Verify that welders. welding operators and tackers have been property qualified in accordance with the applicable codes, standards or other documents. ‘and that their qualifications permit them to use the welding procedures specified for the work. 425.1 Witness performance and testing of welder and/or welding operator qualification test weldmeats. (2.6 Inspection Of Work. 42.6.1 Verify that only specified aad properly qualified welding procedures are used for the work, 42.62 Very that the joint preparation and fit meet the requirements of the welding proccdure and drawings. 4263 Verily that the specified filler metals are used and that filer metals are maintained in proper condition, per requirements, or as recommended by the manufacture 42.6.4 Verify that the technique and performance of each welder’ welding operator and tacker are as, specified. 42.65 Veriéy that the work conforms to require ments of the applicable code, standard, drawings or other documents. 42.6.6 Very that the work inspected is identified with specified marking methods or with appropriate records. 4.2.7 Nondestructive Examination. 427.1 Perform the required visual inspections. 42.7.2 Verify that the required visual and other nondestructive examinations have been performed by (qualified personae! in the specified mannec. Review the revulting information to ensure that the results are complete. 42.73 Perform nondestructive examinations that are required, provided qualifications are in accordance with the specified requirements. 428 Records. 423.1 Prepare clear and concise reports and verify that records of the welding procedure, the welding procedure qualification. the welder’, welding operator’ and tackerS qualifications, the control of welding mate~ rials and the results of inspections and tests are main tained. 5, Education and Experience Requirements $.1 Each applicant for certification as a Certified Weld ing Inspector (CWT: S.L.L Shall bea high school graduate; or hold a state ‘or military approved high school equivalency diploma. 5.1.2 Shall have no less haa five years experience in an occupational function that has a direct relationship to weldments fabricated to a code or standard and directly involved in one or mare of the following: 51.2.1 Design—Preparation of plans and draw ings for weidments. $122 Producdon—Planning and control of weld ing materials, welding procedures and welding opers- tions for weldments 3.1.2.3. Construction—Fabrication and/or erection of weldments. 1.2.4 Inspection—Detection and measurement of weld discontinuities and verification of fabrication requirements described in 4.2. 5.25 Repair—Repair of welds that are defec- tive $13 Shall submit with the application written veri- fication of the documented employment. This verifica- tion shall be completed and signed by the applicant’ most receat employment supervisor or the appropriate personnel department staff, attesting to the applicant’, employment activites of which he/she has personal knowledge or documentation. S.L4 Altematives to 5.1.1 and 5.12 with proper supporting documentation (e.g., copies of transcripts, letters of reference, etc. which specify credited hours of training, quarter hours or semester hours) may be sub- stituted as follows, with the exception that a maximum of Two (2) years of experience may be substituted using the provisions of 5.1.43 and 5.1.4.4 individually oe in combination. S.LA1 Eighth grade level schooling with not less than I0 years work experience in welding functions de- scribed in 5.1.2. S42 Less than an eighth grade level schooling ‘with not less than LJ years work experience in welding functions described in $.1.2. 5.143 A maximum of two years of post high school education may be substituted for an equal number of years of the required five years experience, provided studies arc relevant to aay of the functions described in 5.1.2. Credit is given as follows: (1) Associate or higher degres. Two years max- imum if the degree is in engineering technology, engi- neering, physics or physical sciences. (2) Engineering] Technical School Courses. Two years maximum, and then only for successfully com- pleted courses® ia a curriculum that can be (or could be) applied tb (1) above. G) Trade/ Vocational Courses. One year maxi um, and then only for successfully completed courses* in a curriculum related to welding that can be (or could bbe) applied to (I) above, "Now: “Coure in the curriculum” means courses within a body of courses offered toward a degres, or can be applied to a degre in (1) above. “Successfully completed courses” mean completed the quarter or semester with credit in that course. Documentation of the number of acwual hours completed i necessary prior to notificetion of actual credit allowed. a 4 A maximum of thres years of relevant** teaching experence may be substituted for two years of the five years’ experience requirement with proper doc- tumentation (<.g. photocopied summaries of subjects taught, teaching certificates, and leters of reference), 5.15 Shall be familiar with and understand funda- mentals of the following processes: SMAW GTAW SW THERMAL CUTTING SAW FCAW B MECHANICAL CUTTING OFW GMAW ESW Note: Cutting processes efer only to those that are applied to the fabrication and cepair of weldmenss. 5.16 Shall be thoroughly familiar with and capable of performing the duties described in Seccion 4, Func- tions. 52 Each applicant for certification as Certified Asso- ciate Welding Inspector (CAWN: 52.1 Shall be a high school graduate or hold a state or military approved high school equivalency diploma. 5.22 Shall have not less than two years experience in ‘an occupational function that has adirect relationship to weldments fabricated to a code, or standard and directly involved in one or more of the folowing: 522.1 Design—Preparation of plans and draw- ings for weldment construction/ fabrication. 5.22.2 Production—Pianning and control of weld- ing materials, welding procedures, and welding opera- tions for weldment fabrication. $223 Construction—Fabrication and/or erection of weldments. 5.22.4 Inspection—Detection and measurement of weld discontinuities; verification of fabrication require- ments described in 42, 5.2.25 Repair—Repair of welds that are defective. 5.23 Shall submit with the application written verif- cation of the documented employment. This verification shall be completed and signed by the applicant’ most recent employment supervisor or the appropriate per- sonnel department staff, attesting to the applicants employment activities of which he/she has personal knowledge or documentation, 524 Alternatives to 52.1 and $22, with proper supporting documentation (e.g., copies of transcripts, letters of reference, eic., which specify earned credit hhours of training, quarter hours or semester hours): "Yow: Relevant experience shall te considered on the fllow- ing basis: Teaching full time in a trade, area or techrical school, college or university, the occupational skill of welding, of subject related to welding: its application, control, mate- Fal, and processes, $2.41 Eighth grade level of schooling with not less \C nan four years work expericace in welding functions described in $22. ‘52.4.2 Less than an eighth grade leve! of schooling with not less than six years experience in welding func- tions, as defined in $2.2. 52.43 Eighth grade level of schooling with not less than one year of vocational education and training in a welding curriculum and at least three years experience in welding functions, as defined in S22. $2.44 Two years post-high school education in welding curriculum or engineering technology, enginees- ing, or physical sciences, and at least six months expe rience in welding functions, as defined in $22. 5.25 Shall be familiar with and understand the fun~ damentais of the following processes: SMAW GTAW SW THERMAL CUTTING SAW FCAW B MECHANICAL CUTTING OFW GMAW ESW Note: Cutting processes refer only to those that art applied 0 the fabreation and repair of weldmenss. 52.6 Shall be familiar with, and capable of perform ing under the direction of supervision of the CWI. spe cific duties described in Section 4. Functions 6. Examination Requirements 641 Applicants shall meet the following examination requirements to be considered for certification as either CWT or CAWE 6:11 Pass an eye examination, with or without cor- rective lenses. to prove (1) near vision acuity on Sacilen English or equivalent, at 12 inches; and (2) far vision ‘acuity of 20/40 or better. Shall also take a color percep tion test for red/ green and blue] yellow differentiation. Eye examination results shall be submitted on forms furnished by the Q&C Deparment. ‘Note: Both near and far vision acuity are considered eseatial te the proper performance of welding inspection. Failure to rect ether of these stated levels of acuity stall be adequate cause to reject an applicant, or refuse recerfication. Color vision acuity is desirable in some specifi applications, but is ‘Rot considered csscaial for all inspection. It shall be the ‘employer’ responsiiliey to establish and enfore color perory™ tion requirements for those CWI’ in his emplox 6.1.1.4 Eye examinations shall be administered by ‘an Optomenrst. Medical Doctor. Registered Nurse. or Certified Physicians Assistant not more than 7 months (CG Pri othe date of the welding inspector examination or ‘eeertfication, ‘6.11.2 The completed eve examination results shall be received in the Q&C Department NOT LATER THAN 30 DAYS after che applicant's completed exami- nation date. Applicants who have NOT fulfilled ALL requirements by that date shall have ALL records, scores, and application VOIDED. 6.12 Pass an open book test on the requirements of a code or standard. 6.13 Pass atest on fundamental principies on topics including, but aot limited to, welding and nondestruc- tive testing processes. safey, inspector’ duties, weld dis- continunities, symbols, ncchanical propertics of metals. and basic on-thejob arithmetic. 6.1.4 Pass a test on practical application of welding ingpecion knowledge including, but noc limited t0, welding procedure qualification, welder qualification, mechanical testing, drawing/ specification compliance, welding inspection, and nccdestructive testing processes 6.1.5 Applicants shall pass all tests. Note: (I) Applicants whe become certified as CWI but fail the CWI cutoff seores upen reexamination are no longer cer- tified. These applicants shall be notified of their status in writing and their names removed from the listing of certified inspectors. (2) CWI applicanes who fail to meet CWI cutolf scores but meet CAWI cutoff scores may be issued a CAWI cerufication| ‘upon meeting the requirements of 6.1.1 and requesting suck certification in writing. G) Applicants who become certified as CAWI but fail the ‘CAWI cutoff scores upon reexamination are no longer certi- fied. These applicants shall be notified of their status in writ- ing and their names removed from the isting of certified inspectors. (@) When CAWI applicants who pass the CWI cuoll scores meet all other CWI applicant requirements, they may request upgrade to CWI certification without reexamination upon satisfying $.1-1. $4.2 and S13. or 5.14 within 3 years of the date ofthe original certification. (Note: Certification upgrade is not automatic. Applicant snust ‘complete and submit all necessary documents for considera- tion. Also, refer to Section 11. Upgrading of Certification. 7. Certification 74 Documentation. The American Welding Society shall issue to each CWI and CAWI applicant who complics with the require- ments of Section §.1, or $2 and 6.. s applicable. serial- ined (unique number) certificate and a wallet card stat- ing that the applicant has met the AWS certification requirements. Certification shall be valid for three years unless revoked for reasons defined in 8.6 and the ‘authority of Section 9. Revocation. The certificate shall indicate the date of certification. The wallet card shall indicate the expiration date of certification, and any feed for corrective lenses of failure to mee: color per~ ception requiremenss. | 4.123 Construction—Fabrication and/ or erection of weldments. 5.1.2.4 Inspection—Detection and measurement of weld discontinuities and verification of fabrication requirements described in 42. $125 Repair—Repair of welds that are defec- five, 5.13 Shall submit with the application written veri- fication of the documented employment. Only the certification number. date certified, land current status (current, revoked, ee.) shall be pro- vided by American Welding Society staff members without the express, written approval of the applicant, CWI or CAWL 73 Reciprocity ‘The American Welding Society may issue a CWI or certificate CAWI to applicants who have met require- ments equivalent to those of 5.1. $.2 and 6.1, the latter by successfully completing the examination of a recip- rocal country, and holding a currently valid certificate. Reciprocity periods are for 3 year terms from the date of validation. or for the certification period remaining within his/her country’ certificate. whichever is less. Recertification for any remaining months or years (maximum of 3 years) of the CWI: CAWTS home coun try’ certification may be accomplished by submitting 2 “Renewal Application” Notes (1) Recentfiation by application is limited to a total of nine years without examination (see Section 122.2). Code of Ethics Preamble: [a order to safeguard the public’ health and well-being aad to maintain integrity and bigh standards of skills, practice and conduct in the occupation of welding inspection. the American Welding Society CWT and CAWT shall be cognizant ofthe following principles and the scope to which they apply with the understand- ing that any unauthorized practice is subject to the Committee’ review and may result in suspension, reprimand or revocation of certification. 8.1 Integrity. The CWI and CAWT shall act with com- pete integnty in professional maners and to be forth- Tight and candid to the Committee or its representatives ‘oa matters pertaining to this Standard. 8.2. Responsibility to the Public. The CWI and CAWI shall act to preserve the health and well-bcing of the public by performing the duties required of welding inspection in a conscientious and impartial manner 10 the full exeat of the inspector(s) moral and dvic responsibility and qualification. Accordingly, the CWI and CAWI shall: 4.2.1 Undertake and perform assignments only when. qualified by training, experience and capability. 3.22 Present credentials upon request, $23 Neither falsely represent current status nor seek to misrepresent certification level (CWI/CAWD by modification of certification documents or false verbal fo written testimony of current level or status. 32.4 Be completely objective, thorough, and factual in any written report, statement or testimony of the ‘work and inciude all relevant or pertinent testimony in such communiques or testimonials, 3.25 Sign only for work that the inspector has inspecred, or for work over which the inspector has personal knowledge through direc supervision. 3.2.6 Neither associate with nor knowingly partici- pate in a fraudulent or dishonest venture. 83 Public Statements. $3.1 The CWI or CAWI shall issue no statements, criticisms or argumeats on weld inspection matters connected with public policy which are inspired of paid for by an interested party, or parties. without first iden- tifying the parwy the speaker, and disclosing any possi- ble pecuniary (financial) interest. $32 The CWT or CAWT shall publicly express no opinion on welding inspection subjects unless it is founded upon adequate knowledge of the facts in issue, ‘upon a background of technical competence pertinent to the subject. and upon honest conviction of the accu racy and propriety of the statement. $4 Coniict of Interest. Misrepresentation of carrent CWI/CAWI certification status at the time of, fr subsequent 10, submission of requested employment information: or in the solicitation of business contracts wherein current certification is either required or inher~ ently benefical (advertisements for training courses, ‘consulting services. ete.) shall be a violation of this sec- ion. $53 The CWI and/or CAWI shall not function as aan independent inspector in public ficids out of his or her capability, without first investigating for possible industry or public requirements and additional educa tioa/ experience requirements (¢.g. industrial labs. in the concrete and soil testing field, etc.). CAUTION: While the CWI has established excellent credentials. certification alone may not &y legally qualify the {nspestor to provide inspection services to the public. Contract documents. Building or Jurisdiction Laws may require inspection to be performed under the diction and responsibilty of others, such as a Registered Professional Engineec 8.6 Unauthorized Practice. Any violation of any part of the standard of conduct prescribed by this Standard if related to a CWI or CAWTS occupation, including any violation of the Code of Ethics contained in this Standard, shall constiute an unauthorized practice sub- ject to the imposition of sanctions. 9, Revocation 9.1 Committee. The Commitice shall bave the power to suspend, refuse renewal, or revoke the CWI or CAWI’ certification for misrepresentation of facts regarding personal qualifications, status, assignments, cte.,relating to CWTs or CAWTS certifications if such misrepresentation Was made at tbe time of application for on subsequent applications (renewal, etc). Upgrading of Certification The CAWI may remain at the Associate certification level. Should be or she desire to upgrade the certfica- tion to CWI, the CAWT shall comply with the require- ments of S.1 and 6.1 at the time of upgrade, and shall request upgrade direccions from the Q&C Department. 12 Recertification (Renewal) 1241 The CWI and CAWT shall be responsible for: (1) Maintaining a current address with the Q&C Department* for mailing of correspondence relative to the inspector’ application. examination. cenification/ recertification. The CWI or CAWT shall coraplete a cur- rent “Renewal Application” One of the two years of activity may be fulfilled by satisfactory completion of = Committee approved course presented by AWS Educa- tional Department 12.22 After nine years from the date of inital eeri- fication. and each nine years thereafter. recertification shall be by completing the current practical section of the CWI/CAWI examination (curreat examination at the time of application for recertification). 122.3 The CWI and CAWI appiying for renewal of certification that has expired or those choosing recert- fication by examination will be considered as new applicants, but require completion of a*Renewal Appiica- tuon for Certification 12.244 Te CWI and CAWI shall pass aa eye exami- nation.
