Smart fetes solar project in TAYO Awards. President Benigno Aquino III and Smart Communications Public Affairs head Ramon Isberto (leftmost) hand over the symbolic check to Ramon Magsaysay Technological University-Electrical Engineering Society for winning the Smart Innovation Award at the recent Ten Accomplished Youth Organizations (TAYO) Awards. The school won for its entry, Aetas Electrification thru Application of Solar Power (AETAS) Project, which aims to develop alternative sources of lighting for the Aeta residents of a resettlement community in Sitio Sta. Martha in Pangolingan, Palauig, Zambales. The main component of the project is a solar power charging station, which converts sunlight to electricity. As part of the project, rechargeable LED lamps were distributed to the residents, mainly Aetas who were displaced by the eruption of Mt. Pinatubo.

around the city may have the best Christian intentions. They may be driven by pity for the poor that they give whatever they can afford. Truly, these beggars appear helpless that people are moved to help. Many are touched with pity at the innocent children clinging as props to the begging adult. The child is usually clad in dirty linen or sometimes on bare skin, dirty and crying for food. The sight is truly pitiful that even those who chose to ignore are in someway touched to help anyway. But even as we acknowledge our responsibility to help those in need, we too are equally responsible to teach our fellowmen to work for a living. It seems not apt to be blindly extending pity and help to beggars who are not truly in need for they have the strength to work and earn. Our giving must be made responsibly so as not to be abused by lazy people who choose begging as their sole occupation and using children as props for their nasty purposes.

Strong and ablebodied people are again scattered in the city to beg for mercy from those who have a little to share. These migrants from other places had been regular visitors to this growing regional center even during other times of the year. Their presence is becoming a nuisance that annoy the public. They appear pitiful and wear the looks of impoverished people bearing the pains of an empty stomach. With dirty and torn clothes they carry innocent infants made as props in their mendicant ways. Begging is their chosen occupation, never showing any dint of interest to engage in gainful employment. People who are
touched at their miserable condition give generously whatever they can afford. Givers are aplenty to provide them sustenance for their daily needs. Being able to raise enough for their needs from generous givers, these beggars find their occupation worthy sustaining. The do not feel the pressing need to work and earn for a living as there are good source for their daily sustenance. These beggars are visibly within the working age bracket. They possess strong and healthy bodies that can work and earn but they choose begging as the easy way of life. Giving is always a desirable virtue and will never be a bad trait. Those who generously give to these beggars

fr. roy cimagala IF we are dead serious in following Christ, we have to expect misunderstanding and persecution. This goes with the territory. Christ himself said so. If he himself had to suffer such, then his followers, thats us, cannot expect anything different. We have to be ready for these unavoidable situations. The world cannot understand the things of God. Thats one thing for sure. It needs mans intervention for it to reconcile itself with its Creator. Aside from its natural limitations with respect to the supernatural reality of God, its Creator, the world has been damaged by our sins, whose effects the world has absorbed. Thus, its inability to appreciate Gods wisdom is further aggravated. But it is our responsibility, always with Gods grace, to infuse the world with the spirit of God. We need to be more aware of this responsibility, because
we often take it for granted. Besides, we really need to know how to go about it. Were still as clumsy as a babe in the woods in this regard. We need to infuse the world with the spirit of love, of truth and justice that can come only from God, not from us, not from any man-made ideology, no matter how brilliant it may sound or successful it so far has been. For this to take place, we have to understand that an indispensable requirement is that we be vitally united with God. Its not enough that we be smart, or popular, or powerful, or rich. Unless these qualities spring from a living union with God, they can only give a very limited success, at best. Whats more likely is that they can pose a great
danger to us, since objectively excellent qualities not grounded on God have graver effects than mediocre qualities, also not grounded on God. Thus, we have to see to it that our God-given talents and other endowments are engaged with God. This is a real challenge, since we kind of automatically consider our talents and endowments simply as our own, to be used completely at our own dispositions, with hardly any reference to God and his laws. We need to correct that attitude, so embedded in the mind and culture of the men and women today. Then we should try to master the doctrine of our faith, the teaching left by Christ and deposited in the Church for perpetual transmission to all. We should master it in such a way that we feel at home with it, have a global grasp of it and would know

At its worst its very debilitating. Although most cases of COPD are linked to smoking, Anthonys condition is a direct result of the asthma he has had since he was six months old. Childhood breathing problems only improved in his early teens when he got his first inhaler, which he remembers as a miracle because it enabled him to live a more normal life. Over the past three years, however, Anthony says his condition has worsened. He has nasty infec-
tions on his chest all the time and takes a cocktail of tablets, potions and antibiotics to try to get rid of them. June Roberts, a consultant nurse in respiratory medicine in Salford, says there are many people out there who are ignoring the deteriorating health of their lungs. Most people who get a diagnosis of COPD are in the moderate or severe stages of the disease. This has big implications on patients and what we can do for them. The earlier we can catch it the better. Roberts is one of a group of experts across the country helping the Department of Health to drive awareness of COPD and encourage people with breathing problems to come forward for testing at their
GPs practice. The best way to confirm diagnosis is through spirometry, a simple breathing test which involves blowing into a machine. This will indicate whether airways have narrowed. People should not assume COPD is terrible news, Roberts says, because giving up smoking and keeping fit and healthy will all lead to an improved quality of life. Breathlessness is frightening but COPD is like training for a marathon. You have to keep as fit as you can. The British Lung Foundation describes how breathlessness can often become a vicious circle. People with COPD may reduce their activities to avoid becoming breathless. But by reducing activity levels
you become less fit and therefore get breathless even sooner when you try to do any activity. There is also the danger that people with COPD could become anxious and depressed as a result of having to adapt their lifestyles. And the profile of patients with COPD is changing. No longer are they old smokers. Instead it is more and more likely they are young women, who are more susceptible to lung cancer, and who started smoking as girls. Doctors now look for signs of COPD in people as young as 35. Even if people like Anthony cannot change the slow progression of his lung disease, his experience is a telling reminder to those who can. In the gospel, we are made familiar with the possibility that those who appear close to God or to the Church can be the ones who can give the biggest problems. We should be ready for these eventualities. Christ assured us that we should not worry when things can get so bad that we as believers can be persecuted. Beware of
doing Gods work, since if Christ suffered these things, we, his followers, should not expect anything different. We just have to be patient and optimistic. What also helps is to have a good sense of humor.

Based on initial listings of the DPWH regional office, P960 million will be set aside for preventive maintenance of roads, P286 million for reconstruction of damaged highways, P1.5 billion for road concreting, and P453 million for bridge construction and replacement. The region has 2,453 kilometers of national
road with 1,626 kilometers concrete, and 542 kilometers asphalt overlay. Some 285 kilometers are still unpaved as of September 2012. The region has 863 bridges with a total length 33.845 kilometers, with 33.16 kilometers classified as permanent (829 bridges) and .67 kilometers categorized as temporary (34 bridges). The DPWH field offices were ordered to upgrade all primary national roads and bridges by 2014, and concrete all secondary roads and bridges by 2016.
