The purpose of this procedure is to ensure that all the necessary HSE measures are in practice within EKL Organization to achieve HSE objectives, and goals as depicted in HSE Policy for continual improvement of HSE Management System, enhancing Companys image and acquiring customer satisfaction with best provision of HSE services. SCOPE This procedure shall apply to all activities related to customer, EKL and its Sub-contractor(s) devising a strategy to develop, establish, maintain and implement safe working practices effectively to achieve HSE objectives and goals.

RESPONSIBILITIES HSE department Shall ensure implementation of HSE Policy and HSE Manual through frame work of HSE management system and enhance its effectiveness by adopting safe working principles and best available techniques. Shall ensure provision of necessary HSE documents and other relevant supports and get compliance on use of PPEs, HSE tools/ equipment & safe working practices through visible commitment by PM/SM/SI. Incharge HSE is the procedure owner of this procedure and responsible its revision and maintenance. Shall provide leadership and direction in formalizing the activity as an integral part of EKL HSE management system and audit to ensure compliance. Shall be responsible to develop, establish, maintain, and improve the HSE programs of the Company and ensure implementation.

Shall ensure submission of customer provided HSE questionnaires, queries and pre-qualification HSE documents (received through BD/Proposal department or any other official queries) along with submission of necessary HSE supporting documents/forms. Shall develop and circulate HSE awareness material for project management teams, first line supervisors and other company employees to create HSE awareness among them. Shall ensure formation of site HSE committees, regular meetings (headed by project/site manager), minutes of meeting recorded and follow up of actions taken as agreed . Shall assist management for inclusion of necessary HSE budgets, when and where required.

PROCEDURE: HSE department shall ensure and check that HSE orientation of new employees and visitors proceeding to Project Sites/ Works being carried out on HSE Orientation Slip, EKL-HSE-F-0101 (Initiated and originated by Admin/HR department) and the record shall be compiled on form HSE Orientation Record, EKL-HSE-F-0102, after his orientation (by HSE department). Shall ensure proper reporting of incidents/accidents on the form Incident /Accident Report Form, EKL-HSE-F-0103 and ensure investigation of serious accidents, being carried out to avoid recurrence. shall ensure that projects HSE data on Form Monthly HSE Statistics, EKL-HSE-F-0104 being received from running projects, compiled on form HSE Statistics Report EKL-HSE-F-0105 and being forwarded at Head Office on monthly basis to I/C HSE (H.O) for top management review and comments(if any). Shall ensure yearly HSE performance on the form HSE Performance, EKL-HSE-F-0106, being monitored / recorded and forwarded to management for review and comments for any preventive and corrective safety measures, if deemed necessary. Shall ensure conduction of safety tool box talk regularly on project/sites and its record will be maintained on form, Weekly Tool Box Talk Record, EKL-HSE-F-0107. Shall ensure that all necessary fire fighting equipment in place at appropriate locations, labeled, inspected regularly and its record

maintained on form Fire Extinguisher/Equipment Inspection Record, EKL-HSE-F-0108 and ensure emergency layout plan is displayed at appropriate location(s). Shall carry out regular HSE inspections on form HSE inspection Checklist, EKL-HSE-F0109 to ensure continual improvement in HSE compliance at project sites. Representative from head office shall visit project sites from time to time in order to inspect and audit the site and compare HSE compliance with the HSE Policy for continual improvement in HSE system on form, HSE Audit Checklist, EKL-HSE-F0110. Shall ensure provision of adequate first aid facility at project sites/establishments, maintain and keep records of first aids provided on form, First Aid Log Register, EKL-HSE-F-0111. Shall ensure that HSE non-compliance is being raised in case of serious HSE violations on the Form Non-compliance Observation, EKL-HSE-F0112, ensure its follow up and close out by the responsible/relevant personnel. Shall assist execution teams in preparation of Job Safety Analysis Form, EKL-HSE-F-0113 for critical execution activities having high potential to cause accidents. HSE department shall also ensure effective compliance on findings form this for elimination or reduction of potential hazards associated to these findings. Shall issue written warning on safety violations at project site/works or establishment, if a person doesnt follow HSE practices even after verbal warning. Result of the safety violations may include a fine of nominal value depending upon severity of violation, in addition to the written warning. This warning shall be issued on the form EKL-HSE-F0114, HSE Violation Slip. While working on platforms more than 6 ft height, proper scaffolding shall be erected under supervision of scaffolding Supervisor. HSE department shall inspect scaffolding for requirements as per Scaffolding Inspection checklist EKL-HSE-F-0115. Only inspected scaffolding shall be used for working at height. Area Incharge/ Area Supervisor shall be responsible for safe scaffolding in his area. All construction or execution activities in the confined spaces or vessels shall be subject to prior Inspection of confined space/ vessel for presence of any potential hazards to be removed before entry. Inspection shall be carried out on confined space inspection checklist, EKL-HSE-F-0116. Where as all the entries to confined space/ vessel

shall be monitored & recorded by confined space entry checklist, EKLHSE-F-0117. HSE Flyer, EKL-HSE-F-0118, shall be used to communicate & share HSE information like experience from incidents or for other necessary HSE awareness among the employees. Regular inspections of power tools at sites shall be carried out on the Power Tools Inspection Checklist, EKL-HSE-F-0119. Damaged power tools shall not be used & sent to store/maintenance for necessary repairing. HSE Score Board shall be displayed for information of LTI & Man hours without LTI as a minimum on the HSE Score Board Contents, EKl-HSEF-0120.
