A network operations center (NOC) is
a central location where the engineers
manage and control the telecom network
in 7x24 hour manners to ensure that the
network run normally and in high quality, as
shown in fg.1.

A Global Network Operations Center (GNOC)
is a NOC, which operates multiple networks
of different countries in a centralized
location. The GNOC off-shore manages
multiple networks to achieve economies of
scale, effcient and quality operations. In
2011, Huawei operates more than 50 NOCs
and 2 GNOCs and managed more than 56
networks globally.
GNOC, via data networking, connects
with all telecom networks, EMS (Element
Management System), OSS (Operation
Support System) and combines multiple
NOCs into one centralized NOC. GNOC
operation team operates multiple networks
in a single location. GNOC acts as a large
delivery factory for network operation, and
provides assurance, fulfllment and operation
support and readiness.
GNOC operation team is working as a
factory for service delivery. With the alarms,
customer complaints, service request form
external operators and changing requests
fowing into GNOC operation as an input.
GNOC operation processes the inputs and
generates the corresponding outputs,
such as resolved network fault trouble
tickets, resolved customer complaints and
completed network change requests. As the
scale of service delivery increase, the service
delivery (production) could be streamlined
and achieve economies of scale.
In order to achieve economies of scale,
GNOC operation should have the following
characteristics:
large work volume;
NOC operation is responsible for
monitoring of the telecom network;
handling of any network abnormality;
fault handling, clearance of all network
problems;
serving as an interface for internal
departments such as customer services,
information technology etc... to deal with

Low Cost
As process of operations has been
streamlined, the operator/engineer performs
the task repeatedly. The skills and knowledge
will be improved with such repetition.
Secondly, as the tasks are identical,
automation can be used to further improve
the cost of service delivery.
In addition, the infrastructure (NOC facility,
IT system, OSS system, etc.) are shared
amongst different operations. The overhead
cost can be reduced.
High Quality
With the repeated task, errors for performing
these tasks can be corrected and knowledge
will be increased via management control.
The knowledge accumulated via actual
operations can provide improvements for
handling future tasks. The quality of the work
could be controlled and improved as the
results are predictable and manageable. In
addition, the automation provides an easy
means for data collection for the performance
and quality analysis. Automation enables
operation visibility and management control.
Through quality control, management could
improve the quality during the operation.
Flexible & Competence Operation
GNOC operation is a large service delivery
team (factory). All the resources such as
organization, process and tools are readily
available. If there is a new demand for
operation services (for example, addition of
a new NOC or network), GNOC operation
could process it immediately and there will
be a short lead time for service delivery. It
requires only a small adaptation of system,
minor customization of process and
minor re-arrangement of resources. When
comparing with the setting up of a new

individual NOC, which require infrastructure
building, organization setup, people
recruitment and training, GNOC operation
setup is much more effcient and effective.
Secured Operation
GNOC process a large amount of
information from different customer. In order
to protect the customers asset (Information),
Huawei provide physical security, data
network security and secured data handling
policy to protect customer data from un-
authorized access and improper usage. As
a matter of fact, Huawei GNOC is certifed
and complied with ISO27001 (Information
Security Management System) standard.
Huawei GNOC in India
To keep pace with the India quick
development market, in 2008, Huawei
launched the GNOC setup and trial run in
Gurgaon, India. It provides the NOC facility,
OSS system and operation team to support
customers by providing network operation
services. India GNOC is equipped with
Huaweis latest OSS system developed by in-
house R&D team which is running eTOM and
ITIL compliance O&M process and operated
by Huawei Managed Services Team.
The India GNOC provided the services to
the frst customer on March 2009. As India
GNOC can meet the customers expectation
and demand, more customers are connected
to the GNOC. The India GNOC operates 7x24
hour continuously. Every day, the India GNOC
processes 500,000+ alarms, handling 800+
trouble tickets, generate 1000+ network
performance reports and 800+ change
requests. Nowadays the India GNOC provides
services for 5 operators, manages more than
52000 sites and covers most of the India
provinces. All these operations are performed
by the Huawei India competence operation
team with more than 350 engineers.
The GNOC operation service is extremely
successful and attracts many customers to join
Huawei Managed Services. It is forecasted that
the India GNOC is required to support more
than 5 times operations in 2015. Huawei has
started to build another GNOC in Bangalore
India, and the target completion date is by
end of this year. The Bangalore GNOC not only
provides capacity for the new customer but
also acts as disaster recovery site with India
Gurgaon GNOC. Both GNOCs are working
7x24 hours and make sure all networks are
working properly and the customers could use
the telecom services continuously.

The successful operation of Huawei India
GNOC gives Huawei excellent opportunity to
provide off-shore managed services for any
customers in the world. In the view of this,
Huawei has built up Romania GNOC and
planning to build Nigeria and China GNOC
in order to meet with different customer
demands globally. Such operations can
be benefted from Huaweis high quality,
innovative and competent operation staffs in
India, Romania and Nigeria. Because of low
qualifed HR cost in the countries, it becomes
a cost effective solution for offering a better
value Managed Services for Huawei.
