2014 Federal Income Guidelines For Determining CHIP Eligibility For All Children

This document outlines the 2014 federal income guidelines for determining eligibility for the Children's Health Insurance Program (CHIP) based on family size and age. It provides the income levels for free and subsidized coverage through CHIP. Eligibility is determined by comparing a family's income to percentages of the federal poverty level, with free coverage generally available at or below 208% FPL and subsidized coverage offered on a sliding scale up to 314% FPL or higher depending on the number of family members. Larger families have higher income limits.

Note 1. Income guidelines according to the January 22, 2014, Federal Register.
Note 2. The bottom income limit for CHIP forms the upper income limit for Medicaid. The Affordable Care Act permits an income disregard of 5% of the upper Medicaid limit for applicants with incomes near the limit. This provision could result in some CHIP applicants being referrred to the Department of Public Welfare if the household income is near the upper Medicaid limit.
