and external stakeholders shall be built on the ethical standards of Maka-Diyos, Makatao,
Makabayan at Makakalikasan.

As a learner-centered public institution, the Department of Education continuously
improves itself to better serve its stakeholders.
OUR MISSION
To protect and promote the right of every Filipino to quality, equitable, culture-based, and
complete basic education where:
- Students learn in a child-friendly, gender-sensitive, safe, and motivating environment
- Teachers facilitate learning and constantly nurture every learner
- Administrators and staff, as stewards of the institution, ensure an enabling and `
supportive environment for effective learning to happen
- Family, community, and other stakeholders are actively engaged and share
responsibility for developing life-long learners.
MANDATE
The Department of Education was established through the Education Decree of 1863 as
the Superior Commission of Primary Instruction under a Chairman. The Education agency
underwent many reorganization efforts in the 20th century in order to better define its purpose
vis a vis the changing administrations and charters. The present day Department of Education
was eventually mandated through Republic Act 9155, otherwise known as the Governance of
Basic Education act of 2001 which establishes the mandate of this agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies,
plans, programs and projects in the areas of formal and non-formal basic education. It
supervises all elementary and secondary education institutions, including alternative learning
systems, both public and private; and provides for the establishment and maintenance of a
complete, adequate, and integrated system of basic education relevant to the goals of national
development.

As stipulated in the Table 7, the school has twenty seven (27) permanent
teachers. Out of 27, five are male and 22 are female. Mostly have units in Master of
Arts (M.A.). In terms of their teaching experience, majority of the teachers have
more than 10-20 years of teaching experience, five has an experience below 10
years as revealed in Table 7.
This implies that majority of the teachers have already an ample experience
in teaching which is most likely attributed to teachers effectiveness being the key
element in molding the total aspects of the learners as substantiated by the adage,
experience is the best teacher.
However, based on the results of the Teacher Strengths and Needs Assessment
(TSNA) being conducted, it was found out that not all teachers who have already
ample teaching experience performed well in the various Knowledge, Skills, and
Attitude anchored under the specific strand and domain against the National
Competency-Based Teacher Standards (NCBTS).
Considering the scenario, teachers training and development of Individual
Plan for Professional Development (IPPD) shall be taken into account in order to
provide them the capability building they need geared towards improving their
teaching competence in all learning areas particularly in ICT.
SCHOOL PROFILE
Name, Type & History of the School
The Placer National High School is located at Brgy. Magsaysay, Placer, Surigao
del Norte. It is a public secondary school among the four (4) existing high schools of
the entire Placer District I & II. It existed more or less 43 years ago and
geographically situated 36 kilometers from the division of Surigao del Norte. It can
be reached either by land through jeepney or multicab and or by water through
pump boat. It has an area of about sixty thousand square meters (60 sq. m.).
Curriculum
As a public complete secondary school, it offers complete secondary course for
Grades 7 & 8 based on integrative and interactive curriculum known as K to 12 and
Basic Education Curriculum (BEC) for Third Year & Fourth Year as prescribed by
the Department of Education (DepED) under the Bureau of Secondary Education
(BSE).
There is an integration of Disaster Risk Reduction Management Programs and
Activities in the competencies of curriculum.
In consonance with the mandate, the school adheres to the development among
learners the essential skills such as: linguistic fluency and scientificnumerical competence.
Likewise, it observes the contact time or time on task for the four (4) core or
tool subjects namely: Filipino, English, Mathematics, Science and a fifth non-core
subject called Makabayan, which is envisioned to be a laboratory of life or
practice environment for holistic learning to develop a healthy personal and national
identity. (BEC, 2002).
Moreover, the school implements the BEC basic features outlined as follows: 1.)
greater emphasis on helping every learner become a successful reader; 2.)
emphasis on interactive/collaborative learning approaches; 3.) emphasis on the use
of integrative learning approaches; 4.) teaching of values in all learning areas; and
5.) development of self-reliant and patriotic citizens.
As to organization of classes, as a matter of policy, in the secondary level, one (1)
teacher has a maximum of six loads preferably on his/her area of specialization or
the departmental system was adopted.
Relative to the implementation of Child Protection Policy as mandated in R.A No
7610. .
Pursuant to the provision of section 36-b of R.A N. 9710, also known as the Magna
Carta of Women (MCW), all government agencies are mandated to established an
institutionalized the Gender and Development (GAD).
In consonance with R.A 10627 on the implementation of Anti-Bullying Act.
Finally, DepEd order No. 82,s. 2010, the reiteration of the related implementation
guidelines on DRR and CCA at school levels such as: GPP, Sustainable Eco-Friendly
School, Environment consciousness program, instill a sense of responsibility to
protect and conserve environment thus, DRR/CCA concepts shall be integrated in all
related learning areas.
Personnel
PNHS is staffed with 36 personnel, 27 permanent teachers, 6 non-teaching
personnel, 3 casual / Job Order personnel and one full-fledged principal. Out of 27
teachers, seven of them were performing ancillary services as canteen in-charge,
BSP/GSP coordinators, school librarian, computer laboratory in-charge, science
laboratory in-charge and property custodian, respectively. Twenty six (26) of them
have earned units in Master of Arts (M.A), and only five (5) teachers are male. Four
(4) of them have rendered at least 10 years below of teaching services, fifteen (15)
of them 10-20 years in service and seven (7) 20-30 years in service. There are two
(2) teachers below 30 years old, seven (7) 31-40 years old, eleven (11) 41-50 years
old.
Physical Facilities
In terms of its physical facilities, 17 instructional classrooms were repaired
funded by DepED SBRMS and GPTA. Aside from that, it has an on-going
construction of 1 instructional classroom funded by DepEd but implemented by
LGU.
The school is enclosed with concrete perimeter fence except the portions at
the back of the school. The main pathway was already cemented through SBRMS
fund allocation and the donations from the Manila Mining Corporation and General
PTA.
The school has potable water supply and electric power connection. It has also a
school gate made of steel.
In the advent of technology, the computer laboratory is equipped with 16
units of computer with 1 printer granted by DepEd Computerization Program Batch
5. Also, it acquired TV set, LCD projector, laptop, Xerox copier, and other
instructional materials needed for the effective implementation of curricular, cocurricular, administrative functions, activities and processes geared towards
providing basic quality education to all learners.
Nevertheless, it has always been the primordial concern of the school to
increase its participation every year to support Education for All (EFA). Thus, school
initiates the implementation of various programs and projects such as: Enrolment
Campaign thru Family Mapping, Brigada Eskwela Plus, School Feeding Program, and
etc.
Special Features
The school passed the STERLING SILVER PEER ACCREDITATION OF PUBLIC
HIGH SCHOOLS on August 23, 2012.
Record shows that Placer National High School received the GAWAD KALASAG
Award as First Placer in the Search for Gawad Kalasag 2012 Best Implementer on
Disaster Risk Reduction Management, Rural Secondary Schools Category, Regional
Level.
In addition, the school has reached its greater height of achievement being awarded
as the Most Outstanding Brigada Eskwela Implementers Division and Regional
Level for having received the Highest Resources Generated and Most Innovative
School Implementer, SY 2006-2007 and SY 2007-2008 respectively and Regional
Champion during the Search for Most Outstanding SAPAGKAT Implementers, SY
2007-2008.
The school already made its name thru the efforts made by its administration,
faculty and the supportive stakeholders in joining different academic and
extracurricular activities division and regional level competitions.
A.SCHOOL
BRIEF HISTORY OF THE SCHOOL
The existence of Placer National High School started during the term of
Mayor Jesus T. Patio. It was notably in the year 1970 that the former Placer
Municipal High School was born. With further enthusiasm of the populace,
the late Benito L. Hermoso, Jr. was forced to make insistent follow-ups for its
nationalization but failed. Fortunately, Mr. Teofesto C. Arro, Sr. who was then
the principal of Claver National High School and who had the same intention
for Claver came to the rescue.
Sometime in 1982, the two (2) went to Batasang Pambansa to seek
help from the late Congressman Constantino C. Navarro, Sr. To their surprise,
one of them, Mr. Teofesto C. Arro, Sr. was called to stand by the speaker of
the chamber. Hon. Querube Makalintal, in one of the sessions, to speak for
the justification of the need for the nationalization of the two municipal high
schools. As a prize, Republic Act 357, was signed into law on March 21, 1983,
creating Placer National High School as a replacement for the Placer
Municipal High School, another Republic Act number was given to claver
National High School.
In its initial year of existence as a municipal high school, nine (9)
classroom teachers were hired headed by Catalina Romero (part-time
principal) and Mr. Benito L. Hermoso, Jr. (Head Teacher III) utilizing the Doa
Helen Cultural Center and the Municipal Engineering Building for the
classrooms. They were: Mrs. Mercedes P. Dedumo, Mrs. Elisa V. Patio, Mrs.
Lorna Romero Ocampo, Mrs. Teresita Josol, Mr. Clementino Palma, Mrs.
Alejandra Patio, Mrs. Amalia Tiujongco, Ms. Purisa Antido, and Mrs.
Cresencia Patio.
In 1983, same year for its nationalization, thru the collective efforts of
the local officials and educational leaders, a six hectares campus located at
Barangay Magsaysay of this municipality was acquired to build more
classrooms for the growing school population coming from the nearby towns
and feeder barangays. The first principal, Dr. Elvira A. Egay, was the forefront
of this endeavor.

Presently, PNHS has thirty five personnel with 790 students in 17
sections. The Basic Education Curriculum Implementation is in progress
except for Grade 7 of the K-12 Curriculum and functions in accordance with
DepEd expectations. Projects can be seen today, School Pathway, School
Stage, Study Sheds and School Covered Court.
Finally, this institution produced hundreds of professionals, some of
whom were exposed to a number of Prestigious Sinulog Festival of Cebu, and
similarly, those of Davao, Manila and Surigao. Meritorious awards had been
captured in this endeavor.
In Unity there is strength that what is store for us. We definitely close
ranks elbow to assure quality education for all students with the sincere
commitment of our PNHS Faculty and Staff, General Parent Teachers
Association, Supreme Student Government and all sectors of Placernons with
the blessings and presence of the Lord Jesus, no doubt we are sailing in the
right direction, soon to anchor, dock on the port of victory against ignorance,
violence, crimes, drugs, environmental destructions and other society ills. We
are very optimistic to spearhead communitys fight against poverty and
promote the well being of Placer.
