GUIDELINES FOR APPLICATION PROCESSING


1.

Definition of Terms

All capitalized terms in this application shall have the meanings given to them in the
NEA Grid Code (Section 1.7).
2.

Processing of Applications

2.1

Prospective Grid Users shall submit their applications to the Grid Owner for
Connections prior to signing any Power Purchase Agreement and in case of
other Generators, Distributors and High Voltage Consumers such applications
shall be submitted during their design phase and well ahead of the
procurement of the User's facilities such that the applicant as well as the Grid
Owner becomes fully aware of its responsibilities and the technical
requirements regarding the Grid Connection. No Connection to the NEA Grid
shall be permitted without a memorandum of understanding or a connection
agreement between the two Parties in accordance with the NEA Grid Code.

2.2

All applications, aimed at Power Purchase Agreement, shall be submitted to


the NEA, Power Trading Department. Applications of NEA Generators and
Distributors shall be submitted directly to the Grid Owner's head office.
Applications of High Voltage Consumers shall be submitted to the Grid
Owner's regional office through the related local Distributor's office.

2.3 The Power Trading Department or the Grid Owner's regional office, as the case
may be, shall forward the application to the Grid Owner within seven (7) days
of receipt of the application. The Grid Owner shall forward this application to
the System Planning Department for necessary studies within seven (7) days
of receipt of the application.
2.4 Until the Connection Agreement is signed, the Grid Owner and the applicant shall
communicate with each other directly.
2.5 In the event the application is deemed incomplete or unsatisfactory by the NEA,
the same shall be communicated in writing to the applicant within fifteen (15)
days of receipt and the applicant shall submit such information to the Grid
Owner not later than thirty (30) days of such notice. The application shall be
deemed null and void if complete information is not provided to the Grid
Owner within this thirty (30) day period.
2.6 Should a Grid Impact Study be required, the System Planning Department shall
complete such studies and forward the results to the Grid Owner within two
(2) months of receipt of applicant's acceptable application.
2.7 Should additional time be required for the Grid Impact Studies because of
complexity of the Connection, the System Planning Department shall prepare
a preliminary report within the prescribed time with detail report to be
presented within the extended time period approved by the Managing Director

of the NEA. The Grid Owner shall inform the applicant of such time
extension.
2.8 Based on the application and the results of the Grid Impact Studies, the Grid
Owner shall make an offer for Connection to the applicant within ninety (90)
days of receipt of acceptable application. The Grid Owner's offer for
Connection shall include proposed amendments to the application, results of
the Grid Impact Studies and, if the Grid Impact Studies reveal that the
applicant's facilities degrade the Grid, related counter measures the applicant
needs to undertake to make the applicant's proposal acceptable.
2.9 The Grid Owner's offer for Connection shall also provide a preliminary schedule
for undertaking necessary reinforcements in the Grid to accommodate the
applicant's facilities in the Grid.
2.10

If the applicant does not reply to the offer for Connection within thirty (30)
days from the date the Grid Owner makes the offer for Connection, the offer
shall be deemed null and void.

2.11

If the applicant accepts the Grid Owner's offer for Connection within the
prescribed time or any mutually agreed extension thereof, the Grid Owner and
the applicant shall sign a Memorandum of Understanding or Connection
Agreement or Amended Connection Agreement as the case may be within
thirty (30) days from the date the applicant accepts the Grid Owner's offer for
Connection.

2.12

If the applicant fails to sign the Memorandum of Understanding or the


Connection Agreement or the Amended Connection Agreement as the case
may be, within the prescribed time frame, the offer shall be deemed null and
void.

Schedules

All applicants seeking a new Connection to the Grid or an amendment to the existing
Connection Agreement shall fill in and submit the following schedules together with

SCHEDULE 1: DESCRIPTION OF GRID USER'S FACILITIES


(The applicant shall herein briefly describe the project being undertaken, its salient
features, current proposed capacity of the plant and any expansion plan, financing
scheme for constructing the project, etc.)
The Falankhu Hydroelectric Project is a run-off-river project type and uses the water
of Falankhu Khola. The project is located at Yarsha and Sharmathali VDC of Rasuwa
District, Bagmati Zone in Central Development Region of Nepal.
Project is designed with Design discharge of 3.02m 3/sec. Its catchment area is about
49.8 km2 at intake site. The designed capacity of this project is 14.7 MW with 2 units
of synchronous brushless generators. The capacity of each generators to be
provided is 8.65 MVA generating at 6.6 kV with 0.85 pf.
Power Evacuation Scheme
The project constructs 14.5km long 132kV transmission line to connect to the NEA
facilities at proposed Trishuli 3B Hub substation.
The estimated construction period is 3 years from the PPA signing date.

(The applicant shall herein provide information in accordance with Section 5.4 and
Appendix-A.1 of the NEA Grid Code as applicable).
A.1

GENERATING PLANT DATA


A.1.1
Generating Plant Data
Followings are the general information about the Solu Hydroelectric Project:
a.
Location map and site map showing major components of the power
station:- Location map and site map showing major components of the
power station are attached herewith in Annex I and Annex II
respectively. The Project is located in Solukhumbu District in the Eastern
Development Region of the Country. The Headworks of the project is
located in the Salleri V.D.C. near to Salleri Bazar the headquarter of the
District. It is located approximately 140 m downstream of the existing 400
KW capacity Salleri-Chialsa Hydro Electric Plant and about 50 m
upstream of confluence of Schule Khola with Solu Khola. The Headworks
structures and Waterway passes along the left bank of Solu Khola in
Salleri and Garma VDC. The Powerhouse and Switchyard is located at
Salme village of Garma V.D.C. near to the Bridge over Solu Khola at
Salme. The water is again discharged to the Solu Khola at Salme
approximately 150 m downstream of the Bridge over Solu Khola.
b.

Approximate construction period:- Approximate construction period of


the project is 44 months after the start of the implementation of the project.
The implementation of the project is scheduled to begin from August of
the year 2012. The tentative construction schedule is attached herewith in
Annex III.

c.

Total installed capacity in MW along with number and size of


generating units:- Total Installed capacity of the project will be 23.5 MW.
There will be 2 units of generating machines having generating capacity of
11.75 MW each. Details of the generating units are attached herewith in
Annex IV.

d.

Transmission voltage and point of connection with Grid:- The


generating voltage from the plant will be 11 kV. The power will be stepped
up and transmitted at a voltage level of 132 kV through a 132 kV
transmission line to be constructed by this Company from its
powerhouse/switchyard at Salme of Garma V. D. C. to 132 kV Lamane

Substation to be Constructed by NEA at Lamane of Tinla V. D. C. to


connect to the National Grid.
A.1.2
Generating Unit Data
Followings are the data of each generating unit to be installed in the powerhouse:
a.
Maximum and minimum operating head:- The net maximum operating
head during the dry season of the year will be 227.16 m for the operation of
single unit and the net minimum operating head during the wet season of
the year will be 217.87 m for the operation of both the units.
b.

Type and capacity of turbine:- 2 nos. of Francis type of turbines will be


installed in the powerhouse. The rated output capacity of each turbine will
be 12.1 MW.

c.

Generator:- 2 nos. of vertical axis three phase synchronous type of


generators will be installed in the powerhouse. Generators will be of
conventional suspension type. The Characteristics of each generator are

A.2.1
The Grid Owner shall be responsible for collecting following general
data from its various offices:
a. Name of line (Indicating Power Stations and sub-stations to be
connected):- The power generated from the Solu HEP will be evacuated to
the Lamane Substation through a 132 kV transmission line from Solu HEP
Switchyard. The Lamane Substation is connected to the National Grid at
Mirchaiya through a 132 kV transmission line Mirchaiya Katari
Okhaldhunga Lamane, the characteristics of which are presented below.

(The applicant shall herein provide information in accordance with Appendix A.3 of
the NEA Grid Code as applicable).
A.3.1

Connection Point to the Grid Owner:

The Solu HEP is interconnected with the National Grid at Lamane Substation
through the 132 kV transmission line. The characteristics of the transmission line
are given below:

kV transmission line. A step up transformer is provided in the switchyard of the
Solu HEP, where the power generated at the 11 kV level is stepped up to 132 kV
level. The characteristics of the transformer are given below:

The generator terminal voltage is designed at 11 kV which will then be step up to 132
kV using 3 nos. of oil immersed outdoor type 5 MVA 11/ (132/3) kV single phase
power transformers forming one three phase transformer for each generating units.
Excitation System:
The excitation system is of brushless type and consists of an alternating current
exciter, rotary rectifiers, field breaker, excitation transformer and voltage regulating
equipment. Features included in the AVR are as follows:

Transmission Line Protection


Numerical relays with distance protection with direction over current will be used as

Alarming
The alarm annunciation equipment will consist of a separate Programmable Logic
Controller or a centralized Programmable Logic Controller. The alarm system will
have a bell sounded for the function of emergency stop, quick stop, no-load excitation
operation for unit and tripping of circuit breakers, and horn for other alarming. All
items for protection and alarm will be indicated on the group annunciator systems.

Grounding System
The complete station grounding work will be in accordance with the recommendation
in the "Guide for Safety Substation Grounding" IEEE No 80. The ground grid is
required inside the powerhouse and the switchyard (all equipment located in
powerhouse, access tunnel, control rooms, 11 kV switchgear rooms, 132 kV
switchyard and other necessary locations). The dimension of Ground conductor will
be fixed by measuring soil resistivity. The grounding resistance of the ground grid
will be maintained maximum of 1 ohm.

SCHEDULE 11: SCADA & COMMUNICATION SCHEME
(The applicant shall herein provide details of SCADA and communication
arrangement in the User's system and at the Connection Point in accordance with
Chapters 5 and 6 of the NEA Grid Code).
Solu HEP will be equipped with a control system based on digital technology. It will
cover all control, measurement and automation functions and cover the needs of the
powerhouse, the valve chamber and the intake site. A suitable distributed control
system (DCS), which works on the basis of distributed intelligence system which
means local control units (process units) will be located next to the various equipment
(e.g. turbine, generator, service power, switchgear) will be provided for controlling all

functions of the generating units, transformers and lines etc., both in auto and manual
mode. These process units will be linked to the central unit, located at the powerhouse
control room, via interference free fiber optic cables.
Unit control board (UCB) will be provided for each unit and will comprise of DCS,
digital metering such as ammeter, voltmeter, power factor meter, kWH meter, kVAR
meter, frequency meter, recorder, push buttons, indicators etc., as per the system
requirement. The energy meter will be provided of 0.2 accuracy class for
measurement of import and export of energy from the system. The high voltage
circuit breakers will be operated from power house control room. Provision will be
made to operate these breakers from UCB also.
Provision will be provided for controlling all functions of the generating units,
transformers and lines etc, both in auto and manual mode as necessary. These process
units will be linked to the central unit, located at the control room via interference free
fiber optic cables.
Distributed Control System (DCS) Configuration
The DCS will provide three levels of control:
1.
Central Automatic Control.
All control functions are performed and supervised by the operator from the control
room.
2.
Local Automatic Control.
All control functions related to one LCU are performed and supervised by an operator
on the LCU front panel. In this mode, all commands from the central control room are
blocked, but operation can still be monitored at the central control level.
3.
Local Manual Control.
In this mode, all automatic control functions are disabled. The operator must manually
adjust and monitor all functions eg. by pushbuttons on switchgear etc. However, the
generator AVR and the turbine governor can still operate in automatic mode.
At each one of the two control areas there will be a control room with its redundant
computer systems and workstations.
A separate engineering workstation is included for the powerhouse control room,
whilst at the dam site control room, engineering workstation will be combined with
the operating workstations.

System Tasks
The leading center of control of Solu HEP will be the control room at the powerhouse.
It will be used to control all processes as related to the turbine-generator units, the 132
kV GIS system, the valve chamber and all powerhouse auxiliary services. It will have
full monitoring functions only with regard to dam site processes. The control room at
the powerhouse will always remain manned.
The control room at the dam site will control all processes of this area. It is not
envisaged to remotely control any of these processes from any other centre of control.
Only a limited number of powerhouse process data will be available for information
at this control room. This control room shall be manned continuously during the
monsoon season possibly non- continuously during the dry season.

The control system for powerhouse and dam site area is briefly discussed below:

Powerhouse Area
The control system will comprise the manual and automatic control of the following:
Generating units comprising turbines, generators and transformers
Station auxiliary systems
132 kV GIS system
Valve chamber equipment
Manual control of the units will only be possible from the generator/ unit local control
boards up to and including synchronization, with all non-units related auxiliaries to be
set locally at their respective local control boards. Manual control will be used for
operation in emergency cases only. It is primarily intended for testing and
maintenance purposes
The following control and monitoring tasks will be met by the DCS:
Acquisition and evaluation of process data for the protection and maintenance
assistance of the installation.
Initiation of suitable counter-measures if variables go beyond permissible limits.
Protection of the installation against maloperation.
Preparation of optimum set-point parameters for operational management which
avoids imposing undue stresses.
Complete automation of primary and secondary equipment operation as may be
decided in detail at a later stage.
Optimizing starting-up, transitory and shut down processes, fully automatic mode
and semi-automatic step by step mode with different step sequences.
Providing facilities for overhaul and emergency control situations.
The control systems will have a decentralized hierarchical organization. This
means that local manual operation shall always be possible with the necessary
safety interlocks in operation but without any interference by the higher control
levels.

Dam Site Area


The control system will comprise the manual and partially automatic control, plus full
monitoring of the following:
Intake gate
Desanding basin flushing channel gates
The following control and monitoring tasks will be met by the DCS:
Acquisition and evaluation of process data for the protection and maintenance
assistance of the installation.
Initiation of suitable counter-measures if variables go beyond permissible limits.
