Definition of Terms
All capitalized terms in this application shall have the meanings given to them in the
NEA Grid Code (Section 1.7).
2.
Processing of Applications
2.1
Prospective Grid Users shall submit their applications to the Grid Owner for
Connections prior to signing any Power Purchase Agreement and in case of
other Generators, Distributors and High Voltage Consumers such applications
shall be submitted during their design phase and well ahead of the
procurement of the User's facilities such that the applicant as well as the Grid
Owner becomes fully aware of its responsibilities and the technical
requirements regarding the Grid Connection. No Connection to the NEA Grid
shall be permitted without a memorandum of understanding or a connection
agreement between the two Parties in accordance with the NEA Grid Code.
2.2
2.3 The Power Trading Department or the Grid Owner's regional office, as the case
may be, shall forward the application to the Grid Owner within seven (7) days
of receipt of the application. The Grid Owner shall forward this application to
the System Planning Department for necessary studies within seven (7) days
of receipt of the application.
2.4 Until the Connection Agreement is signed, the Grid Owner and the applicant shall
communicate with each other directly.
2.5 In the event the application is deemed incomplete or unsatisfactory by the NEA,
the same shall be communicated in writing to the applicant within fifteen (15)
days of receipt and the applicant shall submit such information to the Grid
Owner not later than thirty (30) days of such notice. The application shall be
deemed null and void if complete information is not provided to the Grid
Owner within this thirty (30) day period.
2.6 Should a Grid Impact Study be required, the System Planning Department shall
complete such studies and forward the results to the Grid Owner within two
(2) months of receipt of applicant's acceptable application.
2.7 Should additional time be required for the Grid Impact Studies because of
complexity of the Connection, the System Planning Department shall prepare
a preliminary report within the prescribed time with detail report to be
presented within the extended time period approved by the Managing Director

of the NEA. The Grid Owner shall inform the applicant of such time
extension.
2.8 Based on the application and the results of the Grid Impact Studies, the Grid
Owner shall make an offer for Connection to the applicant within ninety (90)
days of receipt of acceptable application. The Grid Owner's offer for
Connection shall include proposed amendments to the application, results of
the Grid Impact Studies and, if the Grid Impact Studies reveal that the
applicant's facilities degrade the Grid, related counter measures the applicant
needs to undertake to make the applicant's proposal acceptable.
2.9 The Grid Owner's offer for Connection shall also provide a preliminary schedule
for undertaking necessary reinforcements in the Grid to accommodate the
applicant's facilities in the Grid.
2.10
If the applicant does not reply to the offer for Connection within thirty (30)
days from the date the Grid Owner makes the offer for Connection, the offer
shall be deemed null and void.
2.11
If the applicant accepts the Grid Owner's offer for Connection within the
prescribed time or any mutually agreed extension thereof, the Grid Owner and
the applicant shall sign a Memorandum of Understanding or Connection
Agreement or Amended Connection Agreement as the case may be within
thirty (30) days from the date the applicant accepts the Grid Owner's offer for
Connection.

All applicants seeking a new Connection to the Grid or an amendment to the existing
Connection Agreement shall fill in and submit the following schedules together with

The Grid Owner shall be responsible for collecting following general
data from its various offices:
a. Name of line (Indicating Power Stations and sub-stations to be
connected):- The power generated from the Solu HEP will be evacuated to
the Lamane Substation through a 132 kV transmission line from Solu HEP
Switchyard. The Lamane Substation is connected to the National Grid at
Mirchaiya through a 132 kV transmission line Mirchaiya Katari
Okhaldhunga Lamane, the characteristics of which are presented below.

The generator terminal voltage is designed at 11 kV which will then be step up to 132
kV using 3 nos. of oil immersed outdoor type 5 MVA 11/ (132/3) kV single phase
power transformers forming one three phase transformer for each generating units.

Grounding of GIS
The ground connections between enclosures are made with copper straps. For
the connection with main grounding mesh of substation, the grounding
terminals are provided in proper position of common base structure, and
connection with copper wires (above 150mm) to a grounding points of each
Earth Switch.

SCHEDULE 10: PROTECTION SCHEMES
(The applicant shall herein provide details of the principal protection schemes in the
User's system as well as at the Connection Point in accordance with Chapter 5 and 6
of the NEA Grid Code).
Protection system will be provided to isolate faulty systems as quickly as
possible, to limit damage and to maintain healthy systems in stable operating
conditions. The system will feature a high degree of selectivity and
discrimination between faulty and healthy circuits. The protection system will
be provided for turbine, generator, transformer and transmission line.

Alarming
The alarm annunciation equipment will consist of a separate Programmable Logic
Controller or a centralized Programmable Logic Controller. The alarm system will
have a bell sounded for the function of emergency stop, quick stop, no-load excitation
operation for unit and tripping of circuit breakers, and horn for other alarming. All
items for protection and alarm will be indicated on the group annunciator systems.
Grounding System
The complete station grounding work will be in accordance with the recommendation
in the "Guide for Safety Substation Grounding" IEEE No 80. The ground grid is
required inside the powerhouse and the switchyard (all equipment located in
powerhouse, access tunnel, control rooms, 11 kV switchgear rooms, 132 kV
switchyard and other necessary locations). The dimension of Ground conductor will
be fixed by measuring soil resistivity. The grounding resistance of the ground grid
will be maintained maximum of 1 ohm.

SCHEDULE 11: SCADA & COMMUNICATION SCHEME
(The applicant shall herein provide details of SCADA and communication
arrangement in the User's system and at the Connection Point in accordance with
Chapters 5 and 6 of the NEA Grid Code).
Solu HEP will be equipped with a control system based on digital technology. It will
cover all control, measurement and automation functions and cover the needs of the
powerhouse, the valve chamber and the intake site. A suitable distributed control
system (DCS), which works on the basis of distributed intelligence system which
means local control units (process units) will be located next to the various equipment
(e.g. turbine, generator, service power, switchgear) will be provided for controlling all

functions of the generating units, transformers and lines etc., both in auto and manual
mode. These process units will be linked to the central unit, located at the powerhouse
control room, via interference free fiber optic cables.
Unit control board (UCB) will be provided for each unit and will comprise of DCS,
digital metering such as ammeter, voltmeter, power factor meter, kWH meter, kVAR
meter, frequency meter, recorder, push buttons, indicators etc., as per the system
requirement. The energy meter will be provided of 0.2 accuracy class for
measurement of import and export of energy from the system. The high voltage
circuit breakers will be operated from power house control room. Provision will be
made to operate these breakers from UCB also.
Provision will be provided for controlling all functions of the generating units,
transformers and lines etc, both in auto and manual mode as necessary. These process
units will be linked to the central unit, located at the control room via interference free
fiber optic cables.
Distributed Control System (DCS) Configuration
The DCS will provide three levels of control:
1.
Central Automatic Control.
All control functions are performed and supervised by the operator from the control
room.
2.
Local Automatic Control.
All control functions related to one LCU are performed and supervised by an operator
on the LCU front panel. In this mode, all commands from the central control room are
blocked, but operation can still be monitored at the central control level.
3.
Local Manual Control.
In this mode, all automatic control functions are disabled. The operator must manually
adjust and monitor all functions eg. by pushbuttons on switchgear etc. However, the
generator AVR and the turbine governor can still operate in automatic mode.
At each one of the two control areas there will be a control room with its redundant
computer systems and workstations.
A separate engineering workstation is included for the powerhouse control room,
whilst at the dam site control room, engineering workstation will be combined with
the operating workstations.
System Tasks
The leading center of control of Solu HEP will be the control room at the powerhouse.
It will be used to control all processes as related to the turbine-generator units, the 132
kV GIS system, the valve chamber and all powerhouse auxiliary services. It will have
full monitoring functions only with regard to dam site processes. The control room at
the powerhouse will always remain manned.
The control room at the dam site will control all processes of this area. It is not
envisaged to remotely control any of these processes from any other centre of control.

at this control room. This control room shall be manned continuously during the
monsoon season possibly non- continuously during the dry season.

The control system for powerhouse and dam site area is briefly discussed below:
Powerhouse Area
The control system will comprise the manual and automatic control of the following:
Generating units comprising turbines, generators and transformers
Station auxiliary systems
132 kV GIS system
Valve chamber equipment
Manual control of the units will only be possible from the generator/ unit local control
boards up to and including synchronization, with all non-units related auxiliaries to be
set locally at their respective local control boards. Manual control will be used for
operation in emergency cases only. It is primarily intended for testing and
maintenance purposes
The following control and monitoring tasks will be met by the DCS:
Acquisition and evaluation of process data for the protection and maintenance
assistance of the installation.
Initiation of suitable counter-measures if variables go beyond permissible limits.
Protection of the installation against maloperation.
Preparation of optimum set-point parameters for operational management which
avoids imposing undue stresses.
Complete automation of primary and secondary equipment operation as may be
decided in detail at a later stage.
Optimizing starting-up, transitory and shut down processes, fully automatic mode
and semi-automatic step by step mode with different step sequences.
Providing facilities for overhaul and emergency control situations.
The control systems will have a decentralized hierarchical organization. This
means that local manual operation shall always be possible with the necessary
safety interlocks in operation but without any interference by the higher control
levels.

Providing facilities for overhaul and emergency control situations, the following
control/monitoring modes are to be provided:
Intake gate: manual operation of gate from the control house and together with
full monitoring form the control room by means of the workstation.
Flushing channel-gate: manual operation only from the control chamber in the
intake, Monitoring only at the control room.
Desanding basin gates: local manual operation only, monitoring only at the control
room.
Fiber optical cable connection shall be provided for all types of communication
between the Power house and the dam site. It shall be complete with the
communication system coming from Lamane Substation via the 132 KV OHL

SCHEDULE 12: METERING SCHEMES
(The applicant shall herein provide details of the metering arrangements in the User's
system and at the Connection Point in accordance with Chapter 9 of the NEA Grid
Code).
1. Main and Check meter of accuracy class 0.1 will be installed at the connection
point. Meters shall be of three element 3-phase 3- wire, Wye connection, bidirectional digital type having facility for local and remote communication.

The meter shall display MW and cumulative demand, MWH, MVA, MVAH,
MVAr and MVARH with the features of adjustable time-of-use, maintenance
records, recordable load profile, pulse output and downloading load profile
facilities in local and remote mode.
2. The accuracy class of Current transformer and Voltage transformer for
metering at connection point is 0.2 and rated VA burden is 15VA.
3. The Main and Check Meter will be fed from the separate cores of CT and VT.
