DEVELOPMENT COUNCIL (RMRDC) AT RMRDC AUDITORIUM, MAITAMA
ABUJA. 18TH 19TH OCTOBER, 2016

A Two-Day Training Programme On Cluster Reconnaissance Mapping For Officers Of The Raw
Materials Research And Development Council (RMRDC) held at RMRDC Auditorium, Maitama
Abuja. 18th 19th October, 2016. The training was organised to improve staff knowledge and
understanding of the need for Cluster Reconnaissance Mapping.
The training programme started with Change Management presentation which set the basis for the
need for participants to understand and embrace organisational change as it relates to RMRDC. The
training sessions also included presentations on Background and Introduction to Cluster
Reconnaissance Mapping, Cutting Edge Tool & Data Acquisition, Modern Data Trends, Quantitative
Analysis and Quality Assurance. Case Studies, Break-out, Discussion Sessions and Simulation on
Data Acquisition, Exploitation and Integration were provided in order to provide a clear
understanding and improve knowledge sharing.
In the course of the training, staff observed the following:
- Absence of Policy on Cluster Development that should provide the operational framework,
has resulted to lack of structured approach in the implementation of cluster related
programmes.
- Absence of a Legal Framework for enforcement of the utilization of local Raw Materials by
Industries.
- RMRDC has experienced Manpower to support the activities of the Council and the
diversification programme of the current administration.
- Cluster programmes are being carried out in certain locations without putting into
consideration the concept and technological tools that will maximize their impact.
- The cluster programme is a focal activity of the council that needs more funding support.
- To sustain the technological advancement on cluster development, capacity building should
be a priority.
- Poor synergy with other relevant stakeholders on information gathering and management as it
relates to cluster development.
It is therefore recommended, the need for:
- development of a National Policy on Cluster Development in Nigeria
- training and Re-training of Staff on Cluster Related Issues
- the championing and re-establishment of the Cluster Development Department for economic
and industrial development in Nigeria.
- improved synergy with relevant stakeholders.
- capacity building in order to drive the technological advancement in cluster development.
- increased funding for technological advancement in cluster development.
Conclusion
The training programme has provided opportunity for participants to gain knowledge, understanding
and skills in the area of Cluster Reconnaissance Mapping. We appreciate the effort of the management
in ensuring continuous capacity building in RMRDC.
