Allowances

This document provides information on cost allowances for different project elements. It includes three notes that describe how the allowances are determined. The allowances include design allowances, construction practices allowances, and contingencies. The design allowances depend on the level of engineering documentation available and can range from 0-30% depending on the element. The construction practices allowances are based on historical waste data and range from 3-20%. The contingency allowances are set through risk analysis and can vary significantly based on project considerations.

Contingency Note 3

Note 1 Design allowance for each cost category must be established by the project team. Percentage varies based on level of detail for each item.
Note 2 Construction practice is allowance for waste and percentage is set by historical data.
Note 3 Contingency is set thru a risk analysis. See Risk Group for details. Percentage varies depending on numerous project considerations.
Note 4 Production Check Estimate (PCE) is a Definitive estimate normally done at 70%+ engineering.
Note 5 First Check Estimate (FCE) is a Conceptually Defined estimate normally done at 30%+ engineering.
