The best way to test student’s writing ability is to get them to write. a test of writing
involves at least two basic components:one or more writing tasks, or instructions
that tell test takers what to write or writing samples produce. These key questions
must to answer before we took decision about designing assessment tasks of
writing in teaching and learning language: (1) what the purposes of the test?, (2)
why do we want to test writing ability? (3) who are our test takers?, (4) who will
score the tests and what criteria standards will be used?, (5) who use the
information that our test provides?, (6) what are the constraints that limit the kind
of information we can collect about test takers writing ability?, and (7) what do we
need to know about testing to make our test valid and reliable?. These principles of
test design for writing assessment involves: the process of test development,
considerations in task design, time allotment, instructions, choice of tasks,
transcription mode, and use dictionaries and other reference materials. Assesment
of students’ written expression is necessary so that student can determinte whether
they are improving in writing, student can learn how they are performing relative to
other students in the class, and teachers can determine how their students compare
with other clases and in assessment preventive measures are always more effective
than remediation, because that will give their students many opportunities to
express themselves in written form and provide basic skill development throughout
their learning and problem can be prevented. Some guide to practicing assessment
writing in teaching and learning language is teachers should help student recognize
how reading and writing are interrelated, teachers should give student lots of
practice in writing, teachers should encourage student to write many different types
of letters, journal writing encourage student to write their thought and ideas and
stimulates to think about what, why, and how they are writing.

1. The process of test development.

Test development involves several stages which inform each other in an iterative
fashion. Weigle (2002:77) notes three stages of process of test development,
design, operationalization, and administration. The design stage involves gathering
information about purpose, characteristics of testee and their real world writing
needs, and available resources. In the operationalization stage information from
the design stage is used to create test specifications and complete test. And the
administration stage involves pre-testing the items and complete tests with
representative samples from the target population and administering the test
operationally.
