NEET OVERVIEW
The National Eligibility cum Entrance Test (NEET UG) is an all-India level common
entrance test which is conducted by the National Testing Agency (NTA) for admission to
MBBS and BDS courses at the undergraduate level at various government and private medi-
cal colleges across the country. NEET is conducted annually and is mandatory for medical
and dental admissions in all government, private, central or deemed institutes in the country
except for AIIMs and JIPMER. Candidates can apply for admission to about 66,771 MBBS
seats in 465 government and private medical colleges and 27,148 BDS seats in 309 dental
colleges. The Supreme Court of India mandated NEET in 2016 to replace the All India Pre
Medical Test (AIPMT) and all other state and private exams conducted by states or colleges
themselves.

Admission Criteria
Students must note that merely appearing and qualifying in NEET does not ensure eligibility
for admission to MBBS/BDS courses in any of the colleges across India. The selection and
admission process is subject to fulfilling the admission criteria, eligibility and rank in merit
list etc as notified by the Medical Council of India (MCI), respective states, universities and
medical/dental colleges.

The counselling, reservation of seats and other criteria related to the admission process are
under the control of the states (for State Quota seats) and are conducted as per the notifica-
tions issued separately by them. Candidates applying to the state government colleges will
be given admission according to the applicable laws prevailing in the concerned states at
that point of time.

Dental colleges
NEET UG is the basis for admissions to 15% of the intake of MBBS and BDS courses at
the Government and Corporation Medical and Dental Colleges. These seats are filled by
the Directorate General of Health Services(DGHS) on behalf of the Medical Counselling
Committee(MCC), Ministry of Health & Family Welfare, Government of India.

ABOUT CENTRAL AND DEEMED


UNIVERSITY COUNSELLING
Introduction
The Directorate General of Health Services (DGHS) is the counselling authority responsible
for conducting admission to the MBBS and BDS courses in the central and deemed universi-
ties of India. The DGHS conducts admissions on behalf of the Medical Counselling Commit-
tee (MCC).

Admission to the medical and dental seats in the central and deemed universities is on the
basis of the candidates’ NEET UG scores. Candidates seeking admission to MBBS/BDS
courses in the central and deemed universities are required to register online on the official
MCC website by filling out the online application form. The counselling process is conducted
online in two rounds followed by a mop-up round for remaining vacant seats.

This ebook on, ‘All about NEET Counselling: Central and Deemed Universities’ aims to give
aspirants an overview of the entire admission process including the number of seats, impor-
tant dates, reservations, application procedure, counselling procedure, fees, and admission
rules specific to central and deemed universities. The NEET cut-off ranks and marks for all
the central and deemed universities for NEET 2018 have also been included for the benefit of
prospective applicants.

ELIGIBILITY CRITERIA
●● Candidates seeking admission to MBBS/BDS seats in central and deemed universities should be
Indian citizens.
●● The candidate must be at least 17 years of age on or before December 31 of the year they are apply-
ing for admission.
●● Candidates must have passed Class 12 with the subjects Physics, Chemistry, Biology/ Biotechnol-
ogy and English from a board recognized by the central/state government, passing in each of the
individual subjects.
●● The aggregate percentage of marks to be secured by the candidates in order to be eligible for the
admission process is 50% (for unreserved category), 45% (for physically handicapped), and 40%
(for the reserved categories including PH reserved).

Candidates should also secure the minimum qualifying percentile in the NEET UG exami-
nation as per the qualifying criteria mentioned in the table given below.

RESERVATION - SEAT DISTRIBUTION


The seats for MBBS/BDS in the central and deemed universities of India are mostly divided
into the management/paid quota on all-India basis and NRI quota. The seats reserved for
the NRI candidates are equivalent to 15% of the total seats.

The management/paid seats for MBBS and BDS in certain universities have been reserved
for certain categories as can be seen in the table given below.

ABOUT CENTRAL AND DEEMED


UNIVERSITY NEET COUNSELLING
PROCESS
The candidates included in the merit list released after the NEET results are eligible to
attend the counselling process conducted by the DGHS. The counselling procedure through
which candidates can apply for the seats and colleges of their choice comprises the following
steps:

Online Registration
Candidates seeking admission to medical or dental colleges in central and deemed univer-
sities will need to register for the counselling process by filling out the online application
form and paying the non-refundable counselling fee. The registration is an online process
where the candidates need to fill in the required details regarding their personal as well as
educational information. Upon successful registration, candidates will receive a user ID and
password.

Choice filling
After filling out the application form, candidates will need to fill their choices regarding the
courses/colleges they wish to join. Candidates will be able to fill in as many choices in the
decreasing order of preference. Candidates will have to fill in fresh choices for the second
round of counselling according to the remaining seats available as the choices for the previ-
ous round will not be considered.

Admission and Seat Allotment


The counselling will be conducted in two rounds, viz. first and second. The result of every
round of seat allotment will be displayed on the MCC website. Admission will be conducted
based on the NEET UG score and the choices filled in by the candidates at the time of filling
out the application form.

Reporting at the allotted college


The candidates will be required to download the allocation letter from the official website
after they display of counselling results. Candidates must then report to the concerned
college for admission with all the relevant certificates/documents for verification and the
prescribed tuition fees.

ONLINE REGISTRATION AND APPLICATION


PROCESS FOR CENTRAL AND DEEMED
UNIVERSITIES
Candidates seeking admission to MBBS/BDS courses in central and deemed universities
need to register themselves by filling out the online application form in order to take part in
the counselling process. The registration process is considered complete only after the pay-
ment of the non-refundable registration cum counselling fee.

The steps to be followed during the online registration and application procedure are given
below.

STEP 1 – Candidate Registration


●● Candidates should visit the official MCC website to register online and in order to participate in
the seat allotment process.
●● Candidates need to click on the “UG Medical Counselling” button and then click “Central and
Deemed Universities” in the next pop-up window.

●● In the subsequent window which appears, candidates should click on the “New User Registration”
option.
●● Candidates are required to enter the details such as roll number, application number, candidate’s
name, and date of birth exactly same as mentioned in the NEET UG application form/admit card.
●● The password should be created as per the password policy mentioned.
●● Candidates should also enter the other requisite details such as email id and contact number as
required and after verifying all the details, should click on the ‘Submit’ button.
●● The candidates will receive a One Time Password on the registered mobile numbers for complet-
ing the process, which will have to be submitted after which the candidates’ agreement window will
pop-up.
●● Candidates will have to click on the “I agree” button to proceed further.

STEP 2 – Filling out the Application Form


●● Candidates need to fill out the application form by filling in the requisite details as asked.
●● Candidates are also required to submit their academic details like class 10 and 12 marks, NEET roll
number and score.
●● The complete mailing address along with PIN code also is required at the time of filling out the
application form.
●● Candidates are required to enter their parents’ names as well.
●● In case of Physically Handicapped (PH) candidates, the candidates are required to select respective
PH type, viz. PH1 or PH2.
●● On clicking the ‘Submit’ button, candidates will be shown the data entered for verification and for
confirmation.
●● Once the personal data is verified and confirmed, the details cannot be changed.
●● At the end of the process, a registration slip will be generated. Candidates are required to take a
printout of the same for future reference.

STEP 3 – Choice Filling


●● Candidates must log on to the official website using their login ID and password.
●● Upon successful login, candidates must select the link “Choice Available”. The system internally
retrieves credentials like gender, category, sub-category, date of birth, and eligibility remarks from
the candidates’ database and the available choices specific to the candidates based on the credentials
will be displayed.
●● On clicking the “Choice Filling” icon, the choices according to individual criteria of eligibility will
be displayed from which the candidates can select their preferences.

●● During choice submission, candidates are required to save the exercised choices by clicking on the
button labelled “Save & Continue”.
●● The choices can be rearranged, interchanged and deleted as well according to the preference of the
candidates.

STEP 4 – Locking and Submission of Choices


●● Upon completion of choice submission to one’s satisfaction, candidates can lock their choices during
the choice locking period, the dates of which are mentioned in counseling schedule.
●● On clicking the “Lock my Choices” button, the submitted choices will be displayed on the screen
along with all restrictions, on the choices selected, if applicable.
●● Candidates are required to confirm the displayed contents before locking their choices.
●● During locking process, candidates need to enter their password in order to finally lock the choices.
●● After locking, candidates can take a printout of locked choices, which includes locking date & time,
IP address of the computer and the unique system generated number.
●● After locking the choices, if candidates log in again, then the locked choices given by the candidates
will be displayed and these choices cannot be modified or altered.
●● Candidates are required to fill in fresh choices for the subsequent rounds of counselling.

ABOUT NEET SEAT ALLOTMENT LIST FOR


CENTRAL AND DEEMED UNIVERSITIES
The seat allotment list for the central and deemed universities’ MBBS and BDS seats is
based on the candidates’ NEET UG scores and is released/published by DGHS. Only the
candidates who successfully register themselves for the counselling process by filling out
the online application form and participating in the online counselling cum choice-filling
process will be eligible for inclusion in the seat allotment list prepared by DGHS, on behalf
of MCC.

Admission to the central and deemed universities will be carried out through counselling
sessions in which registered candidates will be allotted seat as per their ranks in the seat
allotment list. The list of students who have been allotted seats is prepared on the basis of
the overall All India Rank of candidates found eligible in NEET for that specific year.

The admission to seats reserved for candidates belonging to reserved categories is carried
out on the basis of the reservation criteria for various categories. The seat allotment lists
for eligible candidates after each counselling process are released online and include the
candidate’s name, category, NEET rank, and the course, institute and quota allotted to the
candidate.

Procedure to check the NEET seat allotment list for central


and deemed universities:
●● Candidates must click on the official link provided by DGHS to check their names in the merit list.
●● Candidates can check their allotted course and institute using their All India Rank.
●● Candidates can take a printout of the seat allotment by clicking on the ‘Print’ button.

Candidates whose names are mentioned in the seat allotment list are required to
report to the allotted institute within the specified time. They must also carry all the neces-
sary documents along with the prescribed tuition fee. The seats allotted to the candidates
will be automatically cancelled if they fail to report to the college within the mentioned time
period.

COUNSELLING PROCEDURE HIGHLIGHTS


●● The MBBS and BDS admissions in the central and deemed universities are conducted by DGHS,
on behalf of the MCC.
●● Candidates are granted admission to the MBBS/BDS courses on the basis of the associated coun-
selling procedure.
●● Candidates need to register online in order to participate in the counselling process.
●● Seat allotment through counselling is carried out on the basis of the All India NEET merit list pre-
pared by the Central Board of Secondary Education.

ADMISSION CANCELLATION
●● Candidates are required to join the allotted institution. If a candidate who has been allotted a seat
fails to join the allotted college/seat before last date of joining (as per counseling schedule), the
allotted seat will be cancelled and the candidate will not be eligible to participate in the subse-
quent rounds of online counselling.
●● Candidates applying under any category have to produce relevant certificates at the time of
admission to the allotted medical/dental college. If the candidates fail to do so, the allotted seat
will be cancelled and the candidates’ category will be changed, if, otherwise eligible for changed
category.
●● Registered candidates, whose allotted seats from the first round of counselling get cancelled
during document verification on reporting for admission, who have secured seat under reserved
quota due to change of category from reserved to Unreserved or PH status from Yes to No or from
PH -1 to PH-2, subject to eligibility in changed category, will be considered for seat allotment in
the subsequent round of counselling with changed category, subject to availability of seats in the
respective category.

OTHER IMPORTANT POINTS


●● Candidates who join the allotted college in the second round of counselling will not be allowed to
resign/leave the seat and they will not be allowed to participate in any subsequent round of coun-
selling.
●● The qualified Locomotor Disabled (LD) or Physically Handicapped (PH) candidates must get
themselves examined and certified at one of the Disability Assessment Boards, located at the four
metro-cities. The Locomotor Disabled (LD), Physically Handicapped (PH) candidates are required
to carry their treatment papers pertaining to their disability, including the investigation reports, at
the time of reporting to the above mentioned designated institutes authorized to issue disability
certificates. The four Disability Assessment Boards are located at:

ties in order to participate in the subsequent rounds during admission process.
●● Newly created/sanctioned seats that could not be included in the first round due to non-reporting/
late reporting/ reporting after start of first round of online allotment process, will be included in the
second round on receiving information from participating medical / dental colleges before the start
of the second round (publication of the seat matrix).
●● If a candidate does not submit fresh choice(s) during the choice submission period before the sec-
ond round of counselling, such a candidate will retain the already allotted seat. If the candidate is
not allotted any seat from the submitted choices during the second round, the candidate will retain
her/his earlier allotted seat.
●● Certificates issued by the competent authority on the standard format, should be in English or
Hindi. Candidates are advised to carry a certified (attested) copy of English version of the original
certificate, in case certificate issued is in any other language, along with original certificate.
●● If there is discrepancy in the spelling of the candidate’s name in documents, the candidate must
carry proof that the documents belong to the same person, in the form of an affidavit.
●● Conversion of NRI seats to Management Quota seat will be done in the the mop-up round after
reverting vacant seats to the deemed university.
●● Candidates who have been allotted an upgraded seat in the second round of counselling will have to
produce an online generated relieving letter from the earlier institute, without which they will not
be permitted to avail of the seat allotted in the second round.
