EXECUTIVE SUMMARY

VISION

By 2030, DPWH is an effective and efficient government agency,


improving the life of every Filipino through quality infrastructure.

MISSION

To provide and manage quality infrastructure facilities and services


responsive to the needs of the Filipino people in the pursuit of national
development objectives.

MANDATE

Being the biggest infrastructure agency of the government, the


Department of Public Works and Highways (DPWH) is mandated to
continuously develop and update its technology for the purpose of
ensuring the safety and quality of all government infrastructure facilities
and attain the most expeditious implementation of infrastructure projects.

The DPWH is responsible in the identification, conduct of feasibility


studies, preparation of designs and plans, construction and maintenance of
government infrastructure facilities particularly national highways, major
flood control and others in accordance with national thrust and
development objectives.

BACKGROUND INFORMATION

The Department of Public Works and Highways (DPWH) Bataan 2 nd


District Engineering Office was at first created under the Department
Order No. 174, Series of 1996 as Sub-District Engineering Office in the
Second Congressional District of Bataan.

The sub-district office was created in order to effect closer


supervision in the implementation, monitoring and maintenance of various
DPWH infrastructure projects and facilities. The initial proposed location
of the office was in Limay, however, the plan did not materialize and
instead it was held adjacent to the DPWH Bataan 1st DEO in Balanga.
Appropriate personnel from other district offices and the regional office
(on detailed order) initially manned the organization. The OIC-District
Engineer that time was Engineer Marcelo C. Mendiola, having 26 regular,
14 floating and 86 casual personnel. OIC-District Engineer Emiliano C.
Datu succeeded him from June 1997 to October 1998.

When the notice of organization staffing and compensation action as


Second District Engineering Office was approved by the Department of
Budget and Management (DBM) in May 1999, the District Engineer was
Engineer Melvin B. Navarro. It was during his time when the permanent
building and facilities (compound) of the office was constructed at
Vicarville Subdivision, Brgy. Tenejero, Balanga City, through the
initiative of then Honorable Congressman Enrique T. Garcia, Jr. The
building was inaugurated on December 14, 2000.

OIC - District Engineer Abelardo S. Sarne, Jr. took the office from
August 16, 2002 to March 26, 2006. District Engineer Edilberto D. Tayao
took the office from March 27, 2006 to September 17, 2007.

District Engineer Ma. Jannet B. Nero took the office from January
29, 2016 to June 13, 2017.

To date, the district office is under the leadership of District


Engineer Ulysses C. Llado and being assisted by OIC – Assistant District
Engineer Maribel D. Navarro. Presently, the strength of the organization
insofar as the manpower is concerned is composed of 57 permanent, 8
CTI, 1 Vacant and 166 job order employees, totalling 226 personnel.

The DPWH Bataan Second District Engineering Office is now


classified as second class district and covers five (5) municipalities and
one (1) city, namely: Bagac, Pilar, Orion, Limay, Mariveles and the City
of Balanga. The district has a total length of 207.882 kilometer network
(or equivalent to 385.375 EMK) under the national roads/bridges.

DISTRICT’S PROFILE

The Department of Public Works and Highways (DPWH) Bataan


Second District Engineering Office (DEO) is located at Vicarville
Subdivision, Brgy. Tenejero, Balanga City. It has six (6) sections namely;
the Human Resource and Administrative Section; the Finance Section; the
Planning and Design Section; the Construction Section; the Maintenance
Section; and the Quality Assurance Section, undertaking various
operations and processes within the limit of their responsibility areas.

DPWH CORE VALUES

The men and women of DPWH, having in mind the vision and
mission of the Department and being committed to improving the quality
of the infrastructure of the nation, for love of God and country, shall
adhere to and be guided by the following core values:

Section 1. Public Service: Anticipating and responding to the needs


of all stakeholders and satisfying their needs through quality effort, DPWH
officials and employees shall deliver the kind of facilities and services that
are responsive to the needs of the Filipino people.

Section 2. Integrity: Conducting one’s business in a transparent,


honest, and ethical manner, DPWH officials and employees shall
maximize the effectiveness of the public’s resources entrusted to them,
practice simple living and have the moral courage to make tough decisions
and to do what is right for the nation. They shall do the right things the
right way.

Section 3. Excellence: By continuously pursuing the highest quality


of work in serving the public, DPWH officials and employees shall deliver
the highest quality results beyond what is expected and required of them –
on time, just-in-time and all the time.

Section 4. Professionalism: Taking pride in one’s work and


committed to the pursuit of excellence, DPWH officials and employees
shall act competently, ethically, diligently and with accountability and
dignity in their areas of expertise. They shall be given challenging
assignments and training, and promotions shall be based on merit.

Section 5. Teamwork: Working together in an environment of trust,
fairness, respect, cooperation and communication, DPWH officials and
employees shall focus their efforts in the attainment of the vision, mission
and goals of the Department.

QUALITY POLICY

We commit to provide quality, safe and environment-friendly public


infrastructure facilities that will improve the life of every Filipino. We
commit to comply with all requirements and to continually improve
effectiveness and efficiency in serving the public. We endeavour to
implement the RIGHT PROJECTS at the RIGHT COST determined
through transparent and competitive bidding: with the RIGHT
QUALITY, according to international standards; delivered RIGHT ON
TIME through close monitoring of project implementation; and carried
out by the RIGHT PEOPLE who are competent and committed to uphold
the values of public service, integrity, professionalism, excellence and
teamwork.
