ACTIVITY REPORT
TOPIC: Barangay Council for the Protection of Children
DATE:
TIME: 9:00 am to 1:30pm
VENUE: Barangay Function Hall, Ambassador, Tublay
The Barangay Council conducted a one day symposium regarding Barangay Council for the
Protection of Children (BCPC), Child in Conflict with the Law (CICL) and early parenting hood to
the members of the 4Ps as part of their FDS, women, youth and Barangay officials last September
2018, at the function hall of barangay Ambassador, Tublay, Benguet.
The program started with an invocation led by Mrs. Julia Miguel, IPMR officer followed by
the singing of the National Anthem conducted by Mrs. Feliza Damilo, Child Development Worker.
To start with the symposium activity, Kag. Shane A. Awacan who spearheaded the
symposium activity acknowledgement the participants with a warm welcome and appreciation to
the 4Ps member for partnering with the barangay officials in attaining transparency and
participation in the different advocacies of the Barangay.
“This symposium will not come to
its success without your cooperation and
present. In behalf of the officialdom of
this barangay, we expressed our
gratefulness in your commitment and
dedication to participate in this kind of
activities. We hope that your labor and
sacrifice will blessed with more wisdom
and knowledge you acquired this day and
to each topic be discussed in you” said
Kag. Awacan in his opening speech.
Kag. Awacan then introduce the first speaker/lecturer of the day.
Mr. Stebenson P. Epi, SWO, MSWD, Tublay, Benguet presented his topic with regards to
Children in conflict with the law (CILC). During his discussion the participants attentively listen and
ponder on each subject being discussed. One of which capture the attention of the participants is
with regards to the mediation proceeding on RA 9433 or otherwise known as the Juvenile Justice
and Welfare System. CICL is one of the main topic discussed like the procedures and system on
how a CICL be address in the barangay level. Such other topics are:
1. Child in Conflict with the Law
It refers to a child who is alleged as, accused of, or adjudged as, having committed an offense.
2. Juvenile Justice and Welfare System
It refers to a system dealing with children at risk and children in conflict with the law, which
provides child-appropriate proceedings, including programs and services for prevention, diversion,
rehabilitation, re-integration and aftercare to ensure their normal growth and development.
3. Coverage of the Act
Different stages involving children at
risk and child in conflict with the law
(CICL) from prevention to rehabilitation
and reintegration.
As the lecture continuous, more
learning are being acquired, for some raises
questions for clarification and giving of
examples for clearer thoughts and
understanding. Mr. Epi final sharing is to
give more time in our children’s need and
attention. Consider having family bonding
to our children while we still can.
For about an hour, Mr. Epi successfully delivered his topics to the participants. Other queries
were clarified with the help of Kag. Awacan who in turn act as the moderator during the
symposium.
Right after the end of the question and answer portion is the awarding of token and certificates
to the lecturer, whereby he has an errand to attend to at the municipal MSWD office.
The next speaker/lecturer is Mrs. Susie Baldo, professor at the University of Baguio (UB) teaching
Psychology class to college students. Her topic catches most of the participant’s attention thus her
way of delivering her subject was enthusiastic and alive.
Adolescence is a major problems inside a family. Mrs. Baldo site reasons why adolescence acted
within the family and outside the family. She also gave situational analysis why most children act
differently.
In her discussion she made mention both side of the coin. The advantages and disadvantages
of knowing the character of children in the adolescence stage. She also mention the stage of
adolescence wherein it is very essential for parents to know which stage their children are in order
to know what coping mechanism be used to address the syndromes of the children.
She also made mention of the common problems undertaken and being observed during the
middle stage of children which very much sensitive to deal with.
Middle adolescence is the second stage
and occurs from ages 15 to 17. By this time,
puberty has passed. Teens in this stage are
extremely concerned with how they look,
and they think others are concerned, too.
They spend a large amount of time grooming,
exercising, and modifying their physical
appearance.
Relationships are often changing during
middle adolescence. There is also worry
about sexual attractiveness. Middle
adolescents complain about their parents
preventing them from becoming independent, and they withdraw from them. T They may try to
assert their independence by refusing to bathe, not cleaning their rooms and picking up annoying
habits. There is an intense focus on peer groups during middle adolescent and teens in this stage
tend to confine in each other more than they do their parents.
At the end of the lecture, Mrs. Baldo foretell a story of the
importance of giving a time to children. It’s a story where the
participants would reflect unto for the coming days. A story that
would challenge everyone to choice or not to choice to know
their children day to day activity.
Kag. Awacan summarize the entire lecture by giving pointers
from each topic discussed. Then a token and certificate of
appreciation was hand over to the lecturer. Before the end of the
day, Kag. Julia Miguel, IPMR give her closing message and give
grace to the food.
The activity end up at exactly 12:15 in the afternoon.
Followed by the lunch fellowship of the participants.
